Tiffin City Planning and Zoning
`Joint meeting of the Tiffm City Council and Tiffin City Planning and Zoning
Commission was brought to order by Mayor Glenn R. Potter. Council members present:
Mike Gericke, Mike Ryan, Jim Bartels, Karin Dils. Absent: Rodney Walls. Planning ;
and Zoning Commission members present: Terry Richardson, Steve Berner, Melvin
Reeve. Absent: Tina Walls and Sandy Huedepohl. . Also present: Ed Cole, Tracy
Hightshoe, Doug Frederick and Mike Knock.
Reported that City Development board required that city bring in,flag and flag pole
portion of the voluntary annexation request to avoid erratic boundaries bn annexation
requests. Motion Ryan, second Gericke that the city continue with annexation procedure
by requesting that remaining "flag" be included in annexation request. Ayes: Bartels,
Gericke, Ryan,and Dils. Absent: Walls. Motion carried.
Attorney Greenleaf arrived'6:15.p.m.
Reported that City Development Board requested that City of Tiffm pursue update and
review of current fringe area agreement between city and Johnson County. City officials.
had agreed to review with county officials cooperative agreements when this suggestion
was made by R. J. Dvorak, Johnson County Zoning during regular December meeting`of
the city. The City is agreeable to review of planning documents with the county and
indicated this during December city meeting. Planning and Zoning did not hold a
January meeting and studied city planning during their February meeting providing
recommendation to the city council for update and review of same. This joint meeting
called for the purpose of hearing all suggestions to be incorporated into county/city
planning work. Agreed that city growth necessitates concern about future planning for
area surrounding the continuously expanding city area. These concerns should be relayed
to county officials and cooperative effort should be undertaken with county.
Motion Richardson, second Reeve to approve an updated Land Use Plan for the City of
Tiffin and to recommend adoption to the City Council for the City of Tiffin and
additionally that the City of Tiffin continue communication, study and revision of the
current fringe area and growth land use area map for the City of Tiffm and for the
purpose of study and revision of current fringe area agreement that is currently in place
between the City of Tiffin and Johnson County. Ayes: Richardson, Berner, Reeve.
Absent: Walls, and Huedepohl. Motion carried.
Motion Bartels, second Ryan to approve an updated Land Use Plan for the City of Tiffm
and authorizing the Hart Engineering to continue with preliminary communication with
Johnson County Zoning Department and prepare documents necessary to facilitate
revised agreement. Ayes: Ryan, Bartels, Gericke and Dils. Absent: Walls. Motion
carried.
Councilmember Ryan left the meeting at 6:32 p.m.

Attorney Greenleaf reported on City Development Board recommendations to the city.
Motion Berner, second Richardson to adjourn Planning and Zoning Commission. Motion
carried 6:46 p.m ,
Hart Engineering to ask for cancellation of sidewalk inventory from JCCOG, delay on
highway count survey from JCCOG and authorized to proceed with effort on LAWCO
grant forms. a .
Motion Gericke, second Bartels to approve a RESOLUTION#2001- 5,RESOLUTION
ON ACQUISITION AND DEVELOPMENT FOR OUTDOOR RECREATION, and
authorizing the Mayor and Clerk to sign all accompanying documents for submittal of the
2001 LAWCF application. Ayes: Bartels, Gericke, Walls and Dils. Absent: Ryan.,
Motion carried. ,, 1
Motion Gericke, second Bartels to adjourn Tiffin City Council meeting. Motion carried.
