The City Council of Medina, Minnesota met in special session on April 17, 2012 at 6:00
p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Martinson (arrived at 6:04 PM), Pederson, and Weir.
Members absent: Siitari
Also present: City Planner Dusty Finke, Public Works Superintendent Steve Scherer,
Police Chief Ed Belland, Finance Director Joe Rigdon, Accountant Erin Barnhart, City
Engineer Tom Kellogg, WSB Water Consultant Tom Roushar, and City Administrator
Scott Johnson.
II. Tax Increment Finance (TIF) District 1-9
Scott Johnson provided the City Council with background on the discussions that have
taken place with Kennedy & Graven and Ehlers regarding the use of tax increment for
the repayment of the 2005C and 2008A Bonds. Mayor Tom Crosby called Council's
attention to the breakdown of Fund #406 in the information packet and reviewed the
information. Crosby discussed including the Eiden property as a footnote, the impact of
decreasing property values on tax increment, and providing a spreadsheet for Council to
review prior year fund balances. Council directed the City Administrator to bring a 1 or 2
page proposed spreadsheet outlining the history of TIF District 1-9 to a future Work
Session.
III. Water Utility Fund/Water Infrastructure
Steve Scherer provided background to the City Council regarding the short-term
projects that were needed for the water system. Information on the ultimate build out of
the water system will be provided at a future Work Session.
Joe Rigdon provided a breakdown of the water fund, discussed the transfers that are
occurring from the utility funds to the general fund, and discussed the future
replacement capital costs for the water system. Council directed the City Administrator
to review the transfers and suggest changes for the 2013 Budget.
V. ADJOURN
Mayor Crosby adjourned the Work Session at 6:56 p.m.
