AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.
WHEREAS, the City of Richmond desires to add the position of a Communication Technician;
WHEREAS, the position will enable the City of Richmond to have a more efficient maintenance
and -to be more:econornical in repairs of communication equipment,
WHEREAS., it is now necessary to appropriate more money than was appropriated in the
annual budget,
NOW, THEREFORE BE IT ORDAINED Br THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA;
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered set apart out of
the several appropriations, herein named and for the purposes herein specified,
subject to the laws governing the same:

Board of Public Works and Safety
J-4A Salary, Communication Technician

SECTION 2. WHEREAS, it has been shown that certain existing appropriations now
have unobligated balances which will not be needed for the purposes for which
appropriated, it is further ordained that the following existing appropriations
be reduced in the following amounts.

SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Commas Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City February
21_1977 , at the hour of 7:30 P.M.
Councilman Carter presided with the following members present: Messrs.
Ahaus , Austerman , Cornett , Elstro ,
Merchanthouse Mills Paust Williams
Absents NMe,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed In the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of February 10 1 and February 17
Said notices stated that a public hearing Wouldf- beheld on thie ZIst rik—y-oT
February, 1977 , by the Common Council to consider additlonaT epproprla.
Lions as Providedfor in Ordinance No. 3183-1977 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be receives a"�' e'a-o"r3ered
filed, seconded by Councilman Paust , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3183-1977 ,
Councilman Williams moved for engrossment of Ordinance No. 3183-1977,
seconded by Councilman Ahaus and on unanimous voice vote the motion was carried.
Councilman Williams moved to suspend the roles and place Ordinance No.
3183-1977 on third reading by title only, seconded by Councilman Mills.
After hearing all persons present, Ordinance No. 3183-1977 was placed on
final passage or rejection and on a call of the roll MifollW ng was recorded:

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,'
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on 21st day of
