AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3,
1968.
WHEREAS; Article 30.012 now permits sit-down restaurants not including
entertainment.or liquor sales to locate in a C-1 Neighbor Business Zone,
as a special use, and;
WHEREAS; It is the purpose of this Amendment to Article 30.012 of the
Zoning Ordinance to permit the saleof beer and wine when served in
conjunction with a meal consumed in a sit-down restaurant operation,
as a special use, and;
WHEREAS, A study of this Ordinance was conducted by the Richmond City
Plan Commisson on the day of 1977, at which
time remonstrances were heard from all parties interested in or
affected by this Ordinance, and;
WHEREAS, the vote of the Richmond City Plan Commission was
to in favor of the passage of this Ordinance No. 3184-1977.
NOW THEREFORE BE IT ORDAINED THAT:
SECTION I. Zoning Ordinance No. 2325-1968 be, and the same hereby is
amended so that Article 30.012 thereof shall read as follows, to wit:
Eating and Drinking Place: Restaurants, not including
entertainment or dancing and not including drive-in
restaurants; liquor sales except the sale of beer and
wine when served in conjunction with a meal consumed
in a sit-down restaurant operation.
SECTION II. This Ordinance shall be in full force and effect from and.
after its passage and publication as by law required.
PASSED AND ADOPTED by the Commo Council of the City of Richmond, Indiana

Re: Ordinance No. 3184-1977 - Plan Commission Case 77-3,
Richmond City Council requesting amendment to Zoning
Ordinance Article 30 Section .012 (Eating and Drinking
Places).
Dear Mr. Carter; Members of the Council and Mrs. Trimble:
The Richmond City Plan Commission held a public hearing on Tuesday,
March 29, 1977, at 7:30 P.M. in the Council Chambers of the Richmond
Municipal Building to hear the request of the Richmond City Council
requesting an amendment to. Zoning Ordinance Article 30 Section .012
(Eating and Drinking Places); namely, to allow beer and wine to be
served in a C-1 zone, served with a meal at a sit-down restaurant.
Two remonstrators spoke against this petition.
The vote of the commission was four (4) to four (4). There being no
official vote, the petition was taken under advisement for further
Study. Voting against this petition were Commissioners Hunter, Kyle,
Tiano and Webb.
At the April 26, 1977, Plan Commission meeting, again the vote was
four (4) to four (4) and the petiton was carried over to the May
24, 1977, meeting. Voting against this petition were Commissioners
Bartz, Hunter, Kyle and Tiano.
At the May 24, 1977, Plan Commission meeting the vote was eight (8)
to one (1) in favor of this petition. Commission Hunter voted naye.
