Planning and Zoning Members present: Steve Berner,Terry Richardson, Melvin Reeve, Sandy Hudeupohl. Absent: Mark Petersen. Also present: Mayor Glenn Potter,Councilmembers: Dave Shaffer and Karin Dils. Motion Richardson, second Hudepohl to approve printed mintues. Ayes: Richardson, Berner, Hudeupohl and Reeve. Absent: Petersen. Motion carried. Gracehill Subdivision Preliminary and Final is unrecorded and comes for review before the City of Tiffin. Engineer Mike Hart has filed written comment for P&Z and City Council consideration. Items reviewed by Planning and Zoning with addition of item regarding auxiliary building size and alignment of street intersection. Motion Reeve, second Huedepohl to recommend approval of Gracehill (minor) Subdivision Preliminary'and Final Plat with addition of engineer recommendations noted and agreed upon in consideration as follows: 1) that%5 park/green space requirement be negotiable to tower location needed, in ground also owned by Mr. Grace 2)provision for sidewalk and city easements needed 3) that Lot 1 and Lot 2 be restricted to one access location as recommended by city engineer 4) that Mr. Grace hook into main improvements at his expense as such mains become available and subsequently discontinue use of private line that presently serves his personal residence 5)that Robert Ferry Road 80 foot right-of-way be given to the city and in"alignment with current easements of the street for future road needs,that Grace may utilize space by agreement, until such time as the city provides improvement to Robert Ferry Road 6) size of auxillary buildings in the subdivisori be regulated to reasonable size as determined by the city in subdivider's agreement and that Lot 1 be proposed R-1 zoning 7) that alignment of road when constructed in Gracehill be in continuity with Songbird Estates Nightingale Street currently in place, providing for complete cross intersection. Ayes: Huedepohl, Richardson, Reeve and Berner. Absent: Petersen. Motion carried. Gregory E. Stevens has submitted application for rezoning request for 300 Main and 310 Main. Needed'with application is list and map showing names and location of all property owners within 200 feet of the'rezoning request. Application fee is not received as of this date. No action by Planning and Zoning. Joe Johnston and Amanda Potterfield have made application for rezoning from R-1 (single family) to R 2.5 (four-plex multifamily) for 230 Main Street and two lots north owned by Stevens. Received are list of property owners within 200 feet and map showing same and rezoning fee. Application in order. City Council has approved first reading of ordinance amending the official Zoning Map for the City of Tiffin and approving zoning,R2.5. Discussion on whether the Planning and Zoning needed to make a recommendation when the council has given first reading to a zoning ordinance amendment. The Johnston—Potterfield application, fee and map and list showing property owners within 200 feet have been received. Huedepohl remarked that this proposal to rezone the,corner of Third and Main and properties'to the north as mentioned in rezoning request pending from Greg Stevens would leave her property on the north end of Main as an isolated R-1 (single family residence). Huedepohl felt that this plan to place 4-plexes in the center of R-1 zoning of the central (old)portion of the city would undermine the character of the old community. As Tiffin does not seem to have high demand for commercial use'at present, Huedepohl wondered if we really wanted to convert the appearance of the old city section of town to a bedroom plex area. The lower'price of real estate in Tiffin would drive the demand for bedroom/plex buildings. The city wilineed to consider if they really want the pressures of apartment dwelling profits to drive out the residential area that has historically been Tiffin. Huedepohl felt that'the central section of Tiffin,the "old Tiffin"had an integrity that should be preserved for the people who have lived in the community all these years. She felt this was an important aspect to consider for the community as time passes. To allow one location to place plex style residences, especially if profitable, would place pressure upon others of the area to sell out for the same reason, and in short order the entire old area could be covered with plex living with little regard for community,members that consider Tiffin their long time home as opposed to a transient living quarter. Huedepohl also noted that parking is presently a problem in the vicinity of Slim's ( a grandfathered business) at the corner of Third and Main Street. To allow plex units on the same corner would'aggravate the whole matter , even with off-street parking as required by the zone. If each unit had 2 vehicles per each unit, the traffic on this one corner could be increased by 16'cars in just this one intersection with two buildings. Four buildings would add the entrance and exit of 32 cars parked it a half block area Richardson agreed that parking is always a problem on the corner of Third and Main: During special events,the entire city can be effected by lack of parking for Slim's. High density living on this intersection can only pressure additional problems. Berner said that in his opinion the Planning and Zoning was looking at a spot zoning issue in this'location. As the application from Greg Steven is not accompanied by fee, map or list of property owners it could not be considered at this meeting. This zone request on its own would place an R2.5 surrounded by R-1 zone. Mayor Potter said the original zoning provided many years ago for the area was R-1. Business of central Tiffin were grandfathered, but the goal of the zone was that business could not be scattered across the area where people resided in homes. Motion Reeve, second Huedepohl that the application from Joe Johnston and Amanda Potterfield for change in zone for 230 Main from R-1 to R2.5 not be recommended for approval. Ayes: Berner, Huedepohl, Reeve, Richardson. Absent: Petersen. Nays: None. Motion carried. Planning and Zoning will place request on agenda when application is received in full. The attorney has information on Johnston-Potterfield release of utility improvements and payment of same. No information for Planning and Zoning. Motion Reeve, second Huedepohl to make no recommendation in this matter, as no information is before the commission and that city council should proceed as deemed reasonable in this matter. Ayes: Richardson, Berner, Huedepohl, and Reeve. Absent: Petersen. Motion carried. Planning and Zoning spent time in fringe area planning. Motion Huedepohl, second Reeve to make no recommendation in regard to plastic water lines inside homes, as the commission as no information and to defer action to city council as they may deem appropriate. Ayes: Richardson, Berner, Huedepohl and Reeve. Absent: Petersen. Nays: None. Motion carried. Planning and Zoning Commission spent time on comprehensive plan and suggestions for new zone improvements.
