HomeMy Public PortalAbout09-27-2007 - 2008 Budget Adoption HearingPROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, THURSDAY, SEPTEMBER 27, 2007 The Common Council of the City of Richmond, Indiana held the 2008 Budget Adoption Hearing Thursday, September 27, 2007, in the Council Chambers in said City. ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. ORDINANCES ON SECOND READING ORDINANCE NO. 47 -2007 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2008 The Clerk read Ordinance No. 47 -2007 as amended on second reading by title only. This Ordinance contains the proposed compensation for all elected city officers for fiscal year 2008. Councilor Welch moved for engrossment of Ordinance No. 47 -2007 as amended with a second by Councilor Wissel. The motion failed with Councilor Glover casting a dissenting vote. City Attorney Chidester cautioned Council against not taking a vote on this Ordinance. If not passed at this meeting, the State of Indiana would intervene. In light of Mr. Chidester's comments, Councilor Welch moved to reconsider engrossment of Ordinance No. 47 -2007 as amended with a second by Councilor Glover. Upon a vote viva voce, the motion passed. Councilor Welch moved to advance Ordinance No. 47 -2007 as amended to third and final reading and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 47 -2007 as amended on third reading by title only. Ordinance No. 47 -2007 as amended was adopted with a 7 -2 roll call vote. Dissenting were Councilors Glover and Klose. ORDINANCE NO. 46 -2007 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2008 SALARY ORDINANCE The Clerk read Ordinance No. 46 -2007 as amended on second reading by title only. This Ordinance contains the proposed salaries for civilian employees for fiscal year 2008. Councilor Welch moved for engrossment of Ordinance No. 46 -2007 as amended with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. Councilor Lundy moved to advance Ordinance No. 46 -2007 as amended to third and final reading and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 46 -2007 as amended on third reading by title only. Ordinance No. 46 -2007 as amended was adopted with a 9 -0 roll call vote. Common Council Minutes September 27, 2007 Page 2 of 2 ORDINANCE NO. 45 -2007 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2008 BUDGET The Clerk read Ordinance No. 45 -2007 as amended on second reading by title only. This Ordinance is the proposed budget for fiscal year 2008. Councilor Klose stated that the reduced amount of $94,000 for the Human Rights Budget reflected the Year 2004. If that amount is multiplied by the rate of inflation, the total would be $113,000. Councilor Klose moved to amend the Human Rights portion of the 2008 Budget from $94,000 to $113,000, with a second by Councilor Glover. The motion was rejected with a 3 -6 roll call vote. Dissenting were Councilors Elstro, Wissel, Sharp, Welch, Parker and Pappin. Councilor Elstro moved for engrossment of Ordinance No. 45 -2007 as amended with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. Councilor Lundy moved to advance Ordinance No. 45 -2007 as amended to third and final reading and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 45 -2007 as amended on third reading by title only. Ordinance No. 45 -2007 as amended was adopted with a 7 -2 roll call vote. Dissenting were Councilors Lundy and Glover. ORDINANCE NO. 48 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR SERVICES FROM THE RICHMOND SANITARY DISTRICT, RICHMOND POWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL FUND IN 2008 The Clerk read Ordinance No. 48 -2007 on second reading by title only. This Ordinance would authorize payment for services from various departments to the General Fund in fiscal year 2008. Councilor Elstro moved for engrossment of Ordinance No. 48 -2007, with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 48 -2007 to third and final reading and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 48 -2007 on third reading by title only. Ordinance No. 48 -2007 was adopted with a 9 -0 roll call vote.
