AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN A C-1 NEIGHBORHOOD
BUSINESS DISTRICT, OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS
THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED
JUNE 3, 1968.
BE IT ORDAINED by the Common Council of the City. of Richmond,
Indiana, as follows:
SECTION 1. As provided in Article 30, Section 30.012 and more
specifically provided in Article 48 of.Ordinance 2325-1968,
commonly known as the Zoning Ordinance of the City of Richmond,
Indiana, the following described use of the following described
real estate is allowed as a Special Use for a restaurant in a
C-1 zone at 1390 National Road West, in the City of Richmond,
Indiana; more particularly described; to wit:
Lots 15, 16, 17, 18, 19 Earlham Heights Addition
SECTION 2. As a condition of the aforesaid Special Use and as an
additional restriction on said use, the following requirements
shall hereafter and at all times be met by the owner, leasee or
any person, firm or corporation using such real estate.
- Site plan to be approved by Planning Director,
including parking layout and internal traffic
flow.
- Landscaping plan to be approved by Planning
Director.
- Signage plans to be approved by Planning Director.
- Drainage plans to be approved by the City Engineer.
- Curb cuts on National Road and Southwest 14th Street
must be approved by the Board of Public Works and
Safety (regardless of State decision).
SECTION 3. The Zoning Administrator of the City of Richmond, Indiana,
is hereby authorized and directed, upon enactment and publication of
this Ordinance, to record and approve the issuance of a permit for
the establishment of the use herein allowed.
SECTION 4. This Ordinance shall be in full force and effect from
and after its passage and approval by the Mayor, and publication is
by law required.
PASSED AND ADOPTED by the Common Council of the City of Richmond,
Indiana, this day of , 1977.

Re: Ordinance No. 3186-1977 - Murphy Oil Corp., requesting a
Special Use in a C-1 zone; namely, to allow a restaurant
in a C-1 zone to serve beer and wine to be consumed in a
.sit-down restaurant operation on property located at 1390
National Road West.
Dear Mr. Carter, Members of the Council and Mrs. Trimble:
The Richmond City Plan Commission held a public hearing on Tuesday,
May 24, 1977, at 7:30 P.M. in the Council Chambers of the Richmond
Municipal Building to hear the request of the Murphy Oil Corp.,
represented by Brantner Agency, 3411 East Main Street, asking for
a Special Use in a C-1 zone; namely, to allow a restaurant in a
C-1 zone to serve beer and wine to be consumed in a sit-down
restaurant operation on property located at 1390 National Road
West.
Two citizens spoke against this petition. One -hundred thirty (130)
notices had been sent to adjoining properties; thirty-one (31) were
returned; sixteen (16) in favor and fifteen (15) in opposition.
The Plan Commission voted six (6) to three (3) for.denial of this
request. Commissioners Meredith, Webb and President Case voted
in favor of this petition..
