Dear Chair Randall:
On behalf of the Leesburg Town Council, I respectfully request that the Board of Supervisors reconsider
your plans to build a fourth level on the proposed parking garage on the Pennington lot. If you have not
reached a point in the design of the parking garage that would delay the project or make changes
prohibitively expensive,the Town Council requests that you reduce the Pennington garage to three levels.
While we appreciate your due diligence in ensuring that adequate parking is provided for the expanded
courts complex and the county government center,we believe the projected parking needs have been
based on maximum daily uses rather than average daily uses. In addition, given that there are no
established standard parking metrics for courthouse uses,we believe that the parking metrics used have
resulted in an overestimation of needed parking spaces. If your long-term plans include moving the
government center functions out of downtown Leesburg and converting the existing government center
building to courts uses,the demand for parking spaces at the Pennington garage will decline even further.
The Town Council believes that a three-level parking garage on the Pennington lot will serve everyone's
needs better than a four-level garage. It will be less intrusive to the surrounding residences, it will have
fewer unused parking spaces, and it will cost less to build,thus saving taxpayer dollars.
