HomeMy Public PortalAboutMinutes-04/03/2001 (2) Planning and Zoning Commission City of Tiffin Wednesday, April 3, 2001. 6:30 p.m. Tiffin Fire Station Call to Order Minutes Stevens Request for Rezoning for 3 properties on Main Street Fringe Area Agreement Comprehensive Plan Work Adjournment Tiffin Planning and Zoning Commission April 3, 2002 A regular meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair Steve Berner. Planning and Zoning present: Melvin Reeve,Mark Petersen, Sandy Huedepohl and Terry Richardson. Also present: Chad Freeman, Greg Stevens, Mayor Potter, Council Karin Dils and Dave Shaffer. Arriving later: Council Jim Bartels. Motion Huedepohl,second Richardson to approve the printed minutes. Ayes: Reeve, Petersen, Huedepohl, Berner and Richardson. Motion carried. Mr. Greg Steven and Mr. Chad Freeman were present in regard to request for three properties on Main Street(300, 310 and 320 Main Street) for zoning change from R-1 to R2.5 (four-plex). Berner explained that the Planning and Zoning had not recommended rezoning of the 230 Main Street location submitted by Joe Johnston. The application has been submitted by Stevens,no map showing property owners within 200 feet and dimensions has been received from Mr. Stevens. Request for clarification in this matter has been placed with the city attorney. The city attorney submitted map showing property owners within 200 foot for Mr. Johnston. Perhaps this same map would work for Mr. Stevens. However,the map has not been submitted and the map does not show dimensions as required by the city ordinance. Application fee has been received. Discussion regarding zone of 320 Main Street. City attorney had contacted Greg about. this matter. Greg could wait to learn the official zone prior to consideration by the Planning and Zoning or he could allow consideration without concern for the current zone of 320 Main Street. Greg is presently asking for R 2.5 for all three lots. Parking in the area was discussed,the ordinance would dictate the parking requirements, and if Greg could not meet the requirements,then either the plan would need to change or a four-plex would be disallowed on these three lots. Members asked Mr. Stevens for the dimensions of the lots. Mr. Stevens did not know them. Dimension of the Johnston lot was available, and after reviewing ordinance,it was determined that the Johnston lot could not allow an R 2.5 due to inability to meet lot size requirements of the ordinance. Upon learning that Mr. Johnston's lot would not support the R-2.5 zoning,Mr. Stevens dropped his request for R2.5 zoning on his three lots and left the meeting. Huedepohl indicated that the Planning and Zoning should find the correct zoning for lot 320 Main Street even though Mr. Stevens had decided to drop his request for rezoning request. Motion Richardson, second Petersen to provide no recommendation on rezoning Request from Greg Stevens for 300, 310 and 320 Main Street as this request has been dropped by Mr. Stevens due to the inability of the lots to meet size requirements of the ordinance as relates to zoning R2.5. Ayes: Reeve, Hudepohl, Richardson,Berner, and Petersen Motion Petersen, second Reeve to forward Fringe Area Agreement comments and changes to the Johnson County Planning and Zoning Comission for additional study and review. Ayes: Reeve,Peteresen,Berner,Hudepohl and Richardson. Motion carried. Motion Huedepohl,second Reeve to approve recommendation of the 2001 Tiffin Comprehensive Plan that has been worked on by the Planning and Zoning. Ayes: Berner, Hudepohl,Petersen,Richardson and Reeve. Motion carried. The Planning and Zoning has started update of zone categories. Residential zones studied last month and this month. Commission will meet on Wednesday, April 24,at 6:30 p.m.to review and make recommendation on new commercial zones. Motion Reeve, second Richards to adjourn.
