AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN
TERRITORY CONTIGUOUS -THERETO, DESCRIBING THE SAME, PROVIDING
FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME
SHALL TAKE EFFECT.
BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana.
SECTION 1. That the following described territory, ;adjacent to
its corporate boundaries, be annexed to and declared to be a
part of the said City of Richmond, Indiana: being located in
Wayne Township, Wayne County, State of Indiana, and more
particularly described as follows, to -wit:
Being a part of the Northwest Quarter of Section 2, Township
13 North, Range 1 West in Wayne Township, Wayne' County,
Indiana, and being more particularly described as follows:
Beginning at a point, said point being more particularly
described as follows: Commencing at'the northeast corner
of the Northwest Quarter of said Section 2, and running
thence north 89 degrees and 33 minutes: east, along the north
line of the Northeast Quarter of said Section 2, 85.8 feet
to an iron spike on the centerline of the Garwood Road;
thence south 0 degrees and 52 minutes west, along said
centerline, 276.32 feet to an iron rod; thence south 89
degrees and 33 minutes west 893.10 feet; thence north 89
degrees and 29 minutes west 1046.11 feet to an iron pipe;
thence south 0 degrees, 21 minutes, and 30 seconds west
1103.55 feet to the beginning point of this description:
and running thence, from said beginning point, south 89
degrees and 45 minutes east, parallel to the centerline of
the Backmeyer Road, 1180..32 feet; thence south 0 degrees
and 49 minutes east 118.74 feet to an iron pipe; thence
south 40 degrees and 17 minutes west 31.81 feet to an iron
pipe; thence south 86 degrees and 49 minutes east 152.65
feet to an iron pipe; thence south 46 degrees and 55 minutes
west 426.70 feet to an iron pipe; thence north 89 degrees
and 03 minutes west 115.00 feet to an iron pipe; thence
south 0 degrees and 36 minutes west 482.70 feet to an iron
rod on the centerline of the Backmeyer Road; thence north
89 degrees and 45 minutes west 887.82 feet to an iron in
said centerline; thence north 0 degrees, 21 minutes, and
30 seconds east 925.00 feet to the place of beginning,
containing an area of 21.711 acres.
SUBJECT TO: The right-of-way of the Backmeyer Road, and any
easements of record.
ALSO 'SUBJECT TO: An easement of 25.00 feet in width along
The west side of the above described tract, ,for use of the
maintenance of a sanitary sewer located therein, and also
a 20.00 foot wide easement for the use of maintaining a
sanitary sewer located therein, the centerline of said
last mentioned easement being more particularly described
as follows: Beginning at a point -in the west line :of the
above described 21..711 acre tract, said point being 360.00
feet north 0 degrees, 21 minutes, and 30 seconds east of
the southwest corner thereof, and running thence south 84
degrees and 33 minutes east 290.00 feet; thence south.89 degrees
and 45 minutes east 600.39 feet :to a point on the east line
of said tract, and the end of this easement description.

SECTION 2. The terms and conditions applicable to the annexation
of the aforedescribed real estate in Section l are as follows:
That the said real estate annexed hereby shall be annexed
into the City of Richmond, Indiana, and simultaneously
therewith zoned R-2, One Family Residence District, as
defined and described in Article 21 of.the Zoning
Ordinance of the City of Richmond, Indiana.
SECTION 3. The terms and conditions applicable to this annexation,
as set forth in Section 2 above, are deemed just and reasonable.
SECTION 4. This Ordinance shall be in .full force and effect from
and after its passage and approval by the Mayor and the
publication as by law required.
PASSED by the Common C ncil of the City of Richmond, Indiana,

Re: Ordinance No. 3194-1977 - Walter E. Lakoff and Midwest
Investment & Development Company requesting annexation
of 21.711 acres, and simultaneously therewith zoned R-2
One -Family Residence District
Dear Mr. Carter, Members of the Council and Mrs. Trimble:
The Richmond City Plan Commission held a public hearing on Tuesday,
May 24, 1977, at 7:30 P.M. in the Council Chambers of the Richmond
Municipal Building to hear the request of Midwest Investment &
Development Company requesting annexation of 21..711 acres, and
simultaneously therewith zoned R-2 One -Family Residence District.
All parties interested in or affected by this request were heard.
No one spoke in favor of or in opposition to this petition.
The Plan Commission voted unanimously, nine (9) to zero (0), in
favor of this annexation.
