HomeMy Public PortalAbout1997 Invitation to Bid.tifVILLAGE OF KEY BISCAYNE INVITATION TO BID Sealed PROPOSALS will be received by the Village Clerk of the Village of Key Biscayne, Florida at Village Hall, 85 West McIntyre Street, Key Biscayne, Florida 33149 until 4:00PM on JULY 16 , 1997, which time they will be publicly opened by the Village Clerk or designee and read aloud. Any BIDS received after the time specified will not be accepted. BIDDERS are required to attend a 'Mandatory' PRE -BID CONFERENCE to be held at the Village Hall on JUNE 25 , 1997 at 10:AM. NO BIDS WILL BE ACCEPTED IF THE BIDDER FAILED TO ATTEND THE PRE -BID CONFERENCE. The PROPOSALS shall be based on the complete landscape maintenance of miscellaneous park, cul-de-sac, right-of-way, and ball field areas, including public works and miscellaneous functions. The services required include mowing, edging, trimming, weeding, clean-up, mulching, baseball field maintenance, seasonal color replacement, sod replacement, stump and tree removal, and straightening of existing trees. Each BIDDER shall submit with this PROPOSAL evidence that he is licensed to perform the work and services. No bidder may withdraw his BID for a period of ninety (90) days after date set for opening of the BIDS. The Village of Key Biscayne, Florida, reserves the right to: waive informalities in any BID, deleted any Bid Item in the project, or extend the project within the limits of the work involved. LANDSCAPE ARCHITECTS/LAND PLANNERS PARK, CUL-DE-SAC, RIGHT-OF-WAY, AND BALL FIELD AREAS, INCLUDING PUBLIC WORKS AND MISCELLANEOUS FUNCTIONS KEY BISCAYNE, FLORIDA LANDSCAPE MAINTENANCE SPECIFICATIONS MAY, 1997 SECTION 02491 LANDSCAPE MAINTENANCE PART 1 - GENERAL 1.01 Description - Provide the required landscape maintenance for the miscellaneous areas, located as defined in attached Exhibits entitled BID ITEMS and as described below: A. Key Biscayne Elementary School B. St. Agnes Church Athletic Field C. Calusa Park and Harbor Drive Pedestrian Access D. Harbor Drive Median from West Mashta to cul-de-sac and North and South Mashta Drive cul-de-sacs E. Fernwood Road between Harbor Drive and West Enid Drive (East side only) F. Ocean Lane Drive G. Seaview Drive cul-de-sac H. Mariner Drive, Knollwood Drive, and Cape Florida cul-de-sacs, and the Cape Florida Drive Bridge I. Village Green J. Key Biscayne Library K. Crandon Boulevard (swale and median) L. Ocean Drive Parking Area M. Street trees within swale areas of the public rights -of -way N. Sunrise Drive, Galen Drive, and East Enid Drive (tree maintenance only) O. Village Lake Park (southwest corner of East Enid Drive and Crandon Boulevard) P. South side of East Enid Drive from the Eastern terminus of Village Lake Park to Ocean Drive Q. Walkway on East Heather Drive, including adjacent landscaping, from Crandon Boulevard to end of walkway at beach. R. Miscellaneous additional sites which may be added or deleted during the term of the Contract 1 Key Biscayne, Florida Landscape Maintenance Specifications May, -1997 1.02 Delivery, Storage, and Handling A. Deliver fertilizer materials in original, unopened, and undamaged containers showing weight, analysis, and name of manufacturer. Store in manner to prevent wetting and deterioration. The Village Manager or his designee reserves the right to inspect and approve fertilizer containers prior to opening and usage. PART II - PRODUCTS A. Fertilizer (follow manufacturer's instructions for amounts per application). 1. Lawn: Three applications per year (February, July, October), applied with a 'cyclone' type spreader, as follows: a. 16-4-8 granular fertilizer, 1% Manganese, 1% Iron, 1% Magnesium sulfate, applied three times per year (February, June, and October) at 4 lbs. per 1000 sq.ft. b. 13-3-13 granular fertilizer 1% Manganese and 1% Magnesium applied during wetter months (July) at 4 lbs per 1000 sq.ft. 2. Trees: Two applications per years, (March and September) with 13-3- 13 granular fertilizer, at 21bs. per tree. 3. Palms: Two applications per year, (March and September), with 13-3-13 granular fertilizer, at 2 lbs. per small palm and 5 lbs. per Crandon Boulevard Coconut Palm. Twice per year (May and November) use Nutritional Liquid Mix (N -P -K) with Minor Elements, deep root injected into the root zone. In addition and where practical, use same liquid mix to spray foliage. 4. Shrubs/Groundcovers: Two applications per year, (Spring and Fall) with 13-3-13 granular fertilizer at 1 cup (4oz) per shrub and broadcast evenly through massed ground cover areas. Spray a foliage nutritional mix with minor elements composed of 20-20-20 soluble fertilizer including broad spectrum minor elements (Fe, Zn, Mn, Mg) twice per year (February and August), for a total of four applications. 5. Bougainvillea only - Fertilize three times per year (equally spaced) with 1/3 cup per plant of LESCO 8-10-10. Keep all fertilizer minimum 6" away from trunk of plant. In addition to this fertilization, fertilize at each "tip -back" pruning time. B. Trace Elements Deficiency 1. Shrubs/Groundcovers: If plants begin to show symptoms of chlorosis, drench root -ball area, as needed, with Lesco Chelated Palm and Tropical Ornamental Micronutrients(1%Mg, 4% S, 3% Fe, 4%Mn) Follow manufacturer's instructions for application. 2 Key Biscayne, Florida Landscape Maintenance Specifications May, 1997 C. Herbicide 1. Lawn: For weed control, and only to healthy turf and during cool temperatures, apply Lesco 17-4-6 + Atrazine, as needed. Follow the manufacturer's instructions for application. 2. Trees and Palms within lawn area: Spray area 4" away from trunk with Round -up by Monsanto Manufacturing Company. Do not spray tree leaves, suckers , or open wounds. Do not use weed -eater for trees and palms within lawn area. D. Preventive Spray for Insect Control 1. Lawn: Spot spray all lawn areas, as required, for control of all chinch bugs, army worms, sod webworm, fungus and other pests. Use Cleary Fungicide to control brown patch. Spraying shall be accomplished by State of Florida and Dade County licensed pesticide control company, using Integrated Pest Management Principles. 2. Palms: Check palms for borers and bud weevils and spray with Cygon as needed. Also check for bud rot and spray with Cleary fungicide as needed. 3. Trees: Spray trees, as required to control insects, fungus, and mold and to promote viable growth. 4. Shrubs: Spray shrubs and ground cover (excluding Bougainvillea), as needed, with Orthene by Ortho Manufacturing Company. Follow manufacturer's instructions for application, using Integrated Pest Management Principles. 5. Bougainvillea only - If caterpillars are encounted, use Sevin or Dipel, per manufacturer's instructions, using Integrated Pest Management Principles. E. Mowers: All mowers shall be adjusted to 2 1/2" cutting height, shall be in good repair, shall have no oil or gas leaks, and shall be equipped with grass catchers. F. Edgers: Edgers shall be in good repair, shall have no oil or gas leaks, and shall provide a clean straight edge not more than 1/2" away from walks. G. Mulch: Premium grade Cypress bark mulch in (2.5) cubic feet bags. PART III - EXECUTION 3.01 Inspection: Inspect project sites, as needed, to determine condition and maintenance requirements 3 Key Biscayne, Florida Landscape Maintenance Specifications May, 1997 3.02 Public Safety and Convenience A. The Contractor shall, at all times. conduct the work in such manner as to insure the least practicable obstruction to public travel. The convenience of the general public and of the residents along and adjacent to the area of work shall be provided for in a satisfactory manner, consistent with the operation and local conditions. Access to fire hydrants and other fire extinguishing equipment shall be provided and maintained at all times. B. The Contractor will be responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the work. He will take all necessary precautions for the safety of, and will provide the necessary protection to prevent damage, injury, or loss to: 1. All employees on the work and other persons who may be affected thereby, 2. All the work and all materials or equipment to be incorporated therein, whether in storage on or off the site, and 3. Other property at the site or adjacent thereto, including trees, shrubs, lawns, walks, pavements, roadways, structures, and utilities, in the course of work. C. Maintenance of traffic must be in strict conformance with Dade County and Village of Key Biscayne regulations. Contractor must submit a Maintenance Of Traffic Plan and secure approval of this plan from the Village of Key Biscayne, prior to start of work. This plan must include the required traffic control cones and flag men, required by the Village of Key Biscayne, when blocking a lane of traffic. 3.03 Method A. Mowing of Lawn Areas 1. Mow and edge all lawn areas every seven (7) days from September 1st through April 1st and every ten (10) days from April 1st through September 1st (37 cuts). Actual mowing dates may vary. 2. Remove all grass clippings from site. B. Edging 1. Edge, as required, to maintain a neat, clean appearance. 2. Maintain shape of planting beds as originally designed. 4 Key Biscayne, Florida Landscape Maintenance Specifications May, 1997 C. Trimming 1. Lift all swale area trees over 20' height and adjacent to walks and vehicular areas to a minimum of 10' of clear tru1ik. 2. Trim shrubs and groundcover, in Crandon Boulevard median, as needed to meet the criteria set forth in FDOT Index 546 which mandates a maximum height of 24" from top of adjacent curb. 3. Remove dead and dying fronds from palms, as needed, for clean appearance. Use no climbing spikes. Remove Coconuts from Coconut palms a minimum of three times per year to avoid the hazard of dropping coconuts. 4. Selectively trim existing trees following National Arborist Association standards, to maintain a minimum of 6 feet of clear trunk. If a tree is less than 10' in height, trim lower branches periodically to eventually create 6' of clear trunk. Remove suckers, shoots, and dead or dying branches. 5. If a street sign is obstructed by a tree, trim tree as directed by Village of Key Biscayne Public Works Supervisor. 6. Trim Fernwood Drive Phoenix reclinata (Senegal Date palm) in swale area at rear of shopping centers, including removal of dead fronds, suckers, and foliage as directed by Village of Key Biscayne Public Works Supervisor (FPL will remove foliage at or near power lines). 7. Do no major tree pruning between November 1st and March 15th. 8. Maintain integrity of original design when trimming. Do not box plants whose habits of growth does not lend itself to this type of trimming. 9. Use no machete for trimming. 10. Haul away all trimming debris from site and dispose of off the island, at contractor expense. 11. When Bougainvillea is out of bloom, immediately begin "tip -back" light pruning. D. Weeding: Hand pull weeds in shrub and ground cover area, as needed, to control visible weed growth, or use pre -emergent weed killers following manufacturer's instructions. E. Mulching: Mulch all planting areas not covered by shrubs, ground covers, or existing mulch, so as to effect a 3" mulch depth (two (2) times per year per 18" tree ring width and all exposed groundcover areas). 5 Key Biscayne, Florida Landscape Maintenance Specifications May, 1997 F. Clean-up 1. Vacuum or blow off all walks, drives, roads, and pedestrian areas. 2. Remove all excess soil, trimmings, debris, and equipment from site after each visit. 3. Empty and dispose of the contents of four (4) trash containers at Calusa Park each Monday morning. G. Baseball Field Maintenance 1. Key Biscayne Elementary School has a baseball field with a clay infield. This clay infield requires no maintenance between July 1st and February 28th, except for the mowing of all contiguous lawn areas. The maintenance required includes all the fertilization, herbicide, and insect control defined in these specifications and the following modifications and additions for maintenance of the clay infield, lawn areas, and trash pick-up: a. During the playing season of March 1st to June 30th, mow lawn areas once per week to 3" height. Edge lawn areas, as needed, to maintain a clean edge. b. During the remainder of the year (July 1st to February 28th) mow lawn areas every two weeks. c. Drag, grade, and smooth, the clay infield two times per week using a small tractor and field drag or by hand raking and leveling. d. Tamp mound area two times per week and fill in existing holes with adjacent clay and pack and firm the area with a hand tamp. e. Empty and dispose of the contents of (2) trash containers each Monday morning. f. On each maintenance visit, pick-up and dispose of trash (cups, cans, paper, etc.) that are loose debris. 2. St. Agnes Church Athletic Field has a grass base -ball infield with clay base paths. The maintenance, herbicide, and insect control defined in these specifications, and the following modifications and additions for the maintenance of the lawn areas apply as follows: a. Hand grade and rake base paths two times per week from March 1st to June 30th. b. During the playing season of March 1st to June 30th, mow lawn areas once per week to 3" height. Edge lawn areas as needed to maintain a clean edge. 6 KeyBiscayne, Florida Landscape Maintenance Specifications May, 1997 c. During the remainder of the year (July 1st to February 28th), mow lawn areas every two weeks. d. Empty and dispose of the contents of three (3) trash containers each Monday morning. e. On each maintenance visit, pick-up and dispose of trash (cups, cans, paper, etc.) that are loose debris. H. Seasonal Color Replacement 1. Replace ± 9,000, 4" pot Seasonal color Plants, Florida #1 or better, on an "as needed" basis, (3 times per year). Add soil amendments, soil, and fertilizer, as needed, to effect vigorous growth. 2. Care must be taken in the planting process to avoid damage to the 'leaky pipe' irrigation system that exists. Any damage to this irrigation system, caused by the landscape contractor, will be repaired at no expense to the Village of Key Biscayne. I. Sod Replacement 1. In specific areas defined by the Public Works Supervisor of The Village of Key Biscayne, add Solid St. Augustine 'Floratam' Sod. 2. If area to be sodded is weed infested, spray area with Roundup until weeds are dead, then scarify and hand grade area prior to laying of sod. J. Stump Removal 1. The Contractor is to remove, by using a chain saw, the visible portion of the stump to + 2" above the existing grade, including hauling away of all debris. 2. Using a stump grinder, grind remaining stump and exposed surface roots to - 4" below existing grade. 3. Add 2" of 50/50 soil mix to excavated areas and solid sod with St. Augustine 'Floratam' sod. Lay sod evenly with tightly abutting joints. K. Tree Removal 1. Remove existing trees as directed by the Public Works Supervisor of the Village of Key Biscayne and grind stumps, as defined in Item 3.03 J, above. Key Biscayne, Florida Landscape Maintenance Specifications May, 1997 L. Straighten and Re -set Existing Trees 1. Tighten and/or rel. air guys, as needed, to secure trees and palms, for proper growth until establishment. 2. Remove guys and braces when trees and palms are established and able to support themselves. 3. Re -set and re -brace existing trees that are leaning or are down. Re -brace newly straightened trees, as needed, for support and establishment. M. Relocation of Existing Trees - Root -prune (brace as needed after root -pruning) trees only, and relocate trees and palms in swale areas, as directed by the Village of Key Biscayne Public Works Superintendent (no tree warranty required). N. The Key Biscayne Library has and existing irrigation system. It will be the responsibility of the Contractor to maintain and repair this system, as needed, in order that it operates properly. PART IV - LENGTH OF MAINTENANCE A. This maintenance agreement shall be for a two year period and renewable annually. This yearly renewal is subject to approval by the Village Manager of Key Biscayne. B. The Village of Key Biscayne may cancel the Maintenance Agreement with thirty (30) days written notice to the other party. PART V - INSURANCE REQUIREMENTS A. A comprehensive General Liability policy with at least combined single limit for bodily injury and property damage liability of $500,000.00 per occurrence with an umbrella of $1,000,000.00. B. An Automobile Liability Insurance covering all owned, and hired vehicles in the amounts of not less than $100,000.00 per person each, $300,000.00 per accident for bodily injury, and $50,000.00 per accident for property damage. C. Workmen's Compensation and Unemployment Compensation Insurance in the statutory amounts required by the State of Florida. D. All insurance policies shall be issued by companies authorized to do business under the laws of the State of Florida. 8 Key Biscayne, Florida Landscape maintenance Specifications May, 1997 E. Evidence of insurance shall be supplied to the Village of Key Biscayne prior to commencement of work. The Village of Key Biscayne shall be named as an additional insured. PART VI - QUALIFICATIONS OF CONTRACTOR A. The Contractor must demonstrate qualifications to complete the work subject to the approval of the Village of Key Biscayne. These qualifications include but are not limited to, similar past work experience, available equipment, available manpower, and a client reference list of five of the most recent projects and maintenance contracts. In addition, a highly qualified horticultural spray and nutrition subconsultant MUST be used on this project. This subconsultant is to have knowledge and experience of local nutrition, disease, and insect problems, and is to have a graduate horticulturalist or agronomist on staff or as a consultant. The Contractor must supply a full re of the horticultural sub -consultant attached to this bid, defining past work experience, and the name, address, and phone number of this subconsultant as part of this bid. PART VII - PRE -BID CONFERENCE A. A MANDATORY PRE -BID CONFERENCE AND SITE INSPECTION WILL BE HELD AT THE VILLAGE OF KEY BISCAYNE OFFICES, 85 WEST McINTYRE STREET, KEY BISCAYNE, FLORIDA ON , 1997 at . ALL OF THE BIDDERS ARE REQUIRED TO ATTEND. PART VIII - BIDDING REQUIREMENTS A. The maintenance contractor shall submit his bid, in a sealed envelope that defines his company name, and is marked on the outside of the envelope with the words "Landscape Maintenance Bid, Key Biscayne, Fl." The maintenance contractor will fill out and enclose in the sealed envelope, the bid schedule attached as Exhibit 'A'. B. Sealed bids will be received by the Village Manager of Key Biscayne, Florida no later than on PART IX - METHOD OF PAYMENT A. Payment shall be on a monthly, lump sum basis, including materials used. B. Payment shall occur within (30) days from submittal of invoice.
