AN ORDINANCE TO APPROPRIATE WITHIN THE MUNICIPAL AIRPORT FUND.
WHEREAS, it has been determined that it is now necessary to appropriate more money
than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the fallowing
additional sums of money are hereby appropriated and ordered set apart out of the
several appropriations herein named and for the purposes herein specified, subject
to the laws governing the same:

SECTION 2. WHEREAS, it has been shown that certain existing appropriations now have
unobligated balances which will not be needed for the purposes for which appropriated,
it is further ordained that the following existing appropriations be reduced in the
following amo-unts.

SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of Indiana
governing emergency appropriations.

EXCERPTS OF THE METING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
1n the Council Chambers in the Vkmici al Building of said City May 16,
1977 at the hour of 7 30 P.M.
Councilman Carter presided with the following members present: Messrs.
Ahaus ,70Terman , Cornett E stro
Merchanthouse , Mills , Paust , Williams ,
Absent: None ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Mhy 3 and May
a 10
Said notices stated that a public hearingwould be FAld on a 16 daffy of
May, 1977 , by the Common Council to consider additional` appropria-
ons as provided or in Ordinance No. 3196-1977 , within the City of
Richmond, Indiana. The proof of publication posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be received and ordered
filed, seconded by Councilman Paust and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. ,3196-1977
Councilman Williams moved for engrossment of Ordinance No. 3196-1977,
seconded by Councilman Paust and on unanimous voice vote the motion was carried.
Councilman Ahaus moved to suspend the rules and place Ordinance No.
3196-1977 on third reading by title only, seconded by Councilman Austerman.
After hearing all persons present, Ordinance No. 3196-1977 was placed on
final passage or rejection and on a call of the roll e v owingg was recorded:

Absent: None

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board., upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
,taxpayers may inquire of the County Auditor wh and where such hearing
will be held.
