AN ORDINANCE TO APPROPRIATE FROM LOCAL ROAD AND STREET FUND.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1977, the following amount of money is hereby
appropriated and set apart out of the fund named and for the purpose specified.
Said sum being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
Local Road and Street Fund the following specified amount to meet the extra-
ordinary emergency hereby declared to exist:

TOTAL $450,000.00 $450,000.00
These funds are to be appropriated for the following:
Engineering, right of way, and reconstruction of
Williamsburg Pike, from 800 feet south of Northwest "T"
Street to Northwest 5th Street, R & S 16.
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana,

The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City _ May 16.

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, an the dates of May 33 and jaZ 10
Said notices stated that apublic hearing would-SiTeld on the Of
Mg. 1977 by the Common Council to consider additional appropria-
ons as PrOVIded7ar, in Ordinance No. 3197-1977 , within the City of
Richmond, Indiana. The proof of public at o d posting of notices were
examined and found to be correct and in order. Councilman Paust
moved the proof of publication and posting of notices be race vAed end ogered
filed, seconded by Councilman Ahaus , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3197-1977 .
Councilman Paust moved for engrossment of Ordinance No. 3197-1977,
seconded by Councilman Cornett and on im animous voice vote the motion was carried.
Councilman Mills moved to suspend the rules and place Ordinance No. 3197-1977
on third reading by title only, seconded by Colmcilman Cornett.
After hearing all persons present, Ordinance No. 3197-1977 was placed on

Taxpayers appearing at such meeting shall have a right to be heard thereon.•
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. ;.interested
taxpayers may inquire of the County Auditor wh�- and where such hearing
will be held.
