HomeMy Public PortalAboutMinutes-09/04/2002 Tiffin Planning and Zoning Commission Tiffin Fire Station 6:30 p.m. September 4, 2002 Call to Order Minutes Review Building Site Plans Hwy# 6 and Stephans Street- Safety Issues New Business Old Business Adjournment ' II Tiffin Planning and Zoning Commission September 4, 2002 A regular meeting of the Tiffin Planning and Zoning Commission was brought to order 6:30 p.m. by Chair Steve Berner at the Tiffin Fire Station. Planning and Zoning members present: Steve Berner, Melvin Reeve, Terry Richardson, Sandy Hudepohl, and Mark Petersen. Absent: None. Review of building site plans for permit application from Chad Freeman for 230 Main Street. The lot has been approved a variance for a R2 zone with condition that 15 feet of property be released for public use and that all questions regarding public use of any and or all street along the north boundary of the parcel be resolved by owners Joe Johnston and Amanda Potterfield. Motion Richardson, second Huedepohl to recommend that the building permit for 230 Main Street not be approved on the following points 1) inadequate rear setback 2) inadequate front yard setback 3) Zoning Ordinance 5.10 Paragraph E. prohibition of public right of way for use as parking area 4) Design Standards 5.17 Paragraph B. requirement for grass in area between sidewalk and curb 5) Design Standard 3.08 Paragraph A. maximum of one driveway per dwelling unit allowed Aye: Berner, Richardson, Reeve, Hudepohl and Petersen. Motion carried. Commission asked that this information be passed to Board of Adjustment members. Iowa Department of Transportation has been contacted in regard to safety concerns on Hwy# and Stephans Street. The location has already been looked at by the IDOT due to increased use of the intersection. The city can continue with Hwy#6 engineering study in preparation for improvement of the entire section between Roberts Ferry and I-380 or they could pursue a short term solution for this one intersection with IDOT. An IDOT cooperataive effort would probably be at a 90-10 match participation. Either option will mean waiting for some length of time, but could mean help from the State in cost of these improvements. If the city decides to pay 100% of costs, the IDOT regulations must still be followed. IDOT also suggested need for a traffic light at the intersection, however if the city approves a traffic light it may encourage IDOT to have Tiffin take control of the highway. This would be a very expensive cost that the city would probably want to avoid for at least a while. Motion Berner, second Huedepohl that the city continue to work with IDOT in getting improvements for the Hwy#6 both in part and in total. Considering that the study, money and work may take a fair length of time, Planning and Zoning recommends starting planning work now. Ayes: Hudepohl, Berner, Petersen, Richardson and Reeve. Motion carried. Berner submitted petition from property owners of Stetzel Street requesting change of name of that street to be presented to council for consideration. Planning and Zoning has previously recommended approval of a name change to this street. Dils reported that sidewalk work is expected to begin in the next week. Bartels noted that weeds need to cut by the developer on the corner of Nightingale and Roberts Ferry. Motion Huedepohl, second Richardson to adjourn.
