Tiffm Planning and Zoning Commission November 6, 2002 A regular meeting of the Tiffm City Planning and Zoning Commission was brought to order by Chair Steve Berner, 6:30 p.m., Wednesday,November 6, 2002 at the Tiffin Fire Station. Members present: Steve Berner, Melvin Reeve and Mark Petersen. Absent: Terry Richardson and Sandy Huedepohl. Also present: Mayor Glenn Potter, Council Karin Dils and Council Dave Shaffer. Motion Reeve, second Petersen to approve printed minutes. Ayes: Berner,Reeve and Petersen. Absent: Richardson and Huedepohl. Motion carried. Karin Dils explained that development plans for the lot owned by Brian and Wanda McCubbin notates that no open window or opening should be placed below the elevation shown on the plat. Hart Engineering is notifying the McCubbin family of this notation, so that they can review elevations with the builder of the home. It may well be that the basement window is lower than specifications indicate and that Mr. and Mrs. McCubbin will need to look into this matter with the builder. The storm intake between houses on Goldfmch are being connected with a 36" storm pipe that will hook into the beehive in the front of the McCubbin residence, from there to the drainage way on the east side of Roberts Ferry. This storm pipe being installed by Tom Lawrence should alleviate water problems on the front side of the McCubbin property. The retaining wall on the property south of McCubbin lot continues to blow out during heavy rains,the city may have to require removal and replacement with intake and storm culvert in this area. Three options were presented for the Stephans/Hwy6 intersection. Estimates for the three options were $80,000, $230,000 and$860,000. Members agreed that the $80,000 option did not seem acceptable. It was agreed that the complete Hwy 6 study should be moved forward with and this intersection should be one of the first to be considered locations for attention. IDOT requires a 190 straight away approach and a 15 to 1 taper on a 40 mph zone. This will extend westward nearly to Brown Street,which may force a change here. The options also notice problems with the retaining wall located at the northeast quadrant,and also expensive moving of utilities as they are presently located. Planning and Zoning will need to consider if they want primary attention to be eventually given to a proposed Croell Blvd, and secondary attention to Stephans in planning efforts. IDOT has provided the city with approval to proceed on Hwy 6 study work needed. Members agreed that this should study should continue with emphasis of attentionfor Stephans Street. Addition of painting requirements as prescribed by IDOT regulations are added to City of Tiffm Design Standards. Copy of additional provided to members. Trail system plans have been initially reviewed by IDOT,recommendations received and plan revisions have been made. The plan will return to IDOT for final review. Dils indicated that trail work may be expected for letting in perhaps May of 2003. Abuissa Newman contacted Dils to indicate that a rolling stop sign could be used in the school crosswalk. Location and permit will need to be obtained from IDOT and paint markings will need to be in place. Petersen said that West Branch uses a flip down stop sign. Members said that may be a good option later, but felt initially that a rolling sign should be used on the highway. It was thought that perhaps the preschool program is using a safety guard to assist smaller children across the highway. Petersen suggested a painted crosswalk on Roberts Ferry at the intersection of the Grace United Methodist Church. Motion Berner, second Petersen to approve markings, use of caution flashers and crossing stop sign for Highway 6 if the school can provide personnel for use from 8:00- 8:30 am and 3:15 —3:30 pm of schooldays. Ayes: Berner,Reeve and Petersen. A request for stop sign on Third and Summerhays has been received. Motion Berner, second Petersen to recommend placement of a stop sign for Third Street for east/west traffic. Ayes: Reeve,Berner, and Petersen. Dils continues zoning work on northeast corridor area and residential and commercial zoning ordinance alterations. Mud is tracking on street and sidewalk damage caused by improper driveway condition at 330 Main. Residential driveways are regulated under City of Tiffin Design Standards and the owner should be contacted in this regard. City employees may have offered to clean mud from recent new sidewalk work,the owner of property is required to complete mud and dirt removal on sidewalks,backfill and seeding. Members agreed that city employees have sufficient city work to complete and should not be taking private tasks across the city and recommend that employees complete city work. Sidewalks are badly needed in the old section of Roberts Ferry Road. Considered that perhaps sidewalk work should be completed jointly with when upgrades are done on this same road. Roberts Ferry is picking up a lot of traffic,however it will also see many cement trucks for quite awhile. Asphalt was placed by city employees on Nightingale, the developer needs to do this work and complete this work in a satisfactory manner. Mayor Potter reports that he expects plans for the I-80 exit may be coming in the near future. 3 Pipe leakage in the new IDOT project are in the range of 10 gallons per minute and there are no connections, which means that this amount of ground water is infiltrating the new line prior to any connection. Hart Engineering is demanding that all work be inspected because work is going so poorly. This engineering inspection work is to be refunded by IDOT to the City of Tiffm. The region under the Clear Creek is not suspected to be the source of the water infiltration, as the segment is one complete section and was bored work. The contractor allowed dirt to enter the pump motors, and these have been replaced. The lift station has been constructed on private property, and the project has had to purchase the property at a cost of$8,000.00. It appears the contractor has no workers on the project, so completion is not expected soon. Hart Engineering is submitting a permit application for a sign for their new business at 510 State Street. Leonard Roggeveen has asked to be on the agenda for a low sewer line from his home to the main under the street. This matter is placed on the upcoming city agenda. Steve Berner, Chair Margaret B.
