A regular meeting of the Board was held at the Town Hall on Tues-
day evening, September 6th, 1921 instead of on Monday, September 5th,
1921, on account of the latter being a legal holiday. The meeting
was called to order at 8:15 o'clock.

month of August, 1921 were read and ordered filed.

Forty-one claims, amounting to a total of $1,757,37, were audited
and approved by the Finance Committee and, on motion of Trustee Hansen,
seconded by Trustee Rees, and by vote of the Board, were allowed out of
various funds, and warrants ordered drawn for the respective amounts,

CLAIM LAID OVER
The claim of N. D. Dutcher for $24 for storage of the hook and
ladder truc}c for one year was laid over for investigation.
IN RE PURCHASING FIRE HOSE
A representative of the Eureka Fire Hose Co. appeared before the
Board, stating that he understood the Board contemplated purchasing
more fire hose, and presented samples.
The Clerk was instructed to write to the American Rubber Mfg. Co.
and also to the manufacturers of "Bilateral"' hose, requesting them to
send samplers or also representatives, as the matter of purchasing more
fire hose would be decided at a meeting next Monday evening.
PERMISSION REQUESTED TO REMOVE GASOLINE TANK AND PUMP
An application was received from Hans R. Anderson requesting
permission i~o remove one of his gasoline tanks and pumps from under
the sidewalk on the L-street frontage of his property to the First
street side, and guaranteeing to leave the concrete sidewalk in
good condition.
The matter was referred to the Street Committee with power to act.
TWO BUILDING PERMITS GRANTED
Two applications for building permits were received and, on mo-
tion of Trustee Rees, seconded by Trustee Utendorffer, and by vote
of the Board, were granted, as follows:
Geo. Beck, to erect three similar dwellings 30 by 40 feet in size
on M street between Second and Third, at an estimated cost of $1,400
each; Edward P. Carosio, to erect a sleeping-porch addition to his
dwelling at the corner of Railroad avenue and M street, at an esti-
mated cost of $300.
TO CONSTRUCT SEWER EXTENSION
On motion of Trustee Emminger, seconded by Trustee Utendorffer,
and by vote of the Board, L. E. Wright was employed as engineer to
superintend the construction of an extension of the sewer main on
M street between Second and Third, the work to be done at an esti-
mated total cost of $290.

INVITATIONS RECEIVED.
An invitation was received from the League of California Mu-
nicipalities requesting that representatives be sent to attend the
twenty-fourth annual convention, to be held at Santa Monica on Sep-
tember 27th to 30th, 1921.
A communication was received from Mayor W. E. Rutherford of
Santa Rosa inviting the Board to attend the Home-Coming Festival
there on September 19th to 25th, 1921.
An invitation was received from President R. L. Wilbur of Stan-
ford University and Mayor A. M. Cathcart of Palo Alto, requesting
all city officials to attend a conference on community problems to
be held at Stanford University on September 11th to 23d, 1922.
The Clerk was instructed to send letters of acknowledgment
and thanks for each of the three invitations.
OFFER OF FREE SAMPLE STREET SIGN ACCEPTED
A communication was received from the Moise-Klinkner Co. of
San Francisco offering to send a free sample of its street signs.
The offer was accepted.
IN RE FIXING TAX RATE.
The Clerk was instructed to prepare a report on the Town's
finances to be presented next Monday evening, as an aid in fixing
the Town tax rate for the ensuing year.

The Board then took a recess to meet on Monday, September

ADJOURNED REGULAR MEETING -- SEPTEMBER 12, 1921.
An adjourned regular meeting of the Board was held at the Town
Hall on Monday evening, September 12th, 1921. The meeting was
called to order at 8:30 o'clock.
Roll call:--Present--Trustees Hansen, Rees, Utendorffer and
President Knox; absent--Trustee Emminger.

IN RE FIRE HOSE SAMPLES.
Representatives of the American Rubber Manufacturing Co. of
Emeryville, the Eureka Fire Hose Co., and the Bilateral Fire Hose
Co. appeared before the Board, as requested last week, and presented
samples and prices of their various kinds of fire hose.
FIRE HOSE PURCHASED
On motion of Trustee Hansen, seconded by Trustee Rees, and by
vote of the Board, 200 feet of 2 1/2-inch "Crackerjack" hose was or-
dered from t:he American Rubber Manufacturing Co. at the price of
$1.10 per foot, f. o. b. Livermore, a total of $220, and the Presi-
dent and the Clerk were authorized to sign a contract with the said
company for the purchase of the same.
SPANNER, ETC., PURCHASED
On motion of Trustee Utendorffer, seconded by Trustee Hansen
and by vote of the Board, one spanner was ordered for $22.50 and two
dozen expansion rings at $4 per dozen, from the Eureka Fire Hose Co.
BUILDING PERMIT GRANTED.
On motion of Trustee Hansen, seconded by Trustee Rees, and by
vote of the Board, a building permit was granted to James Hood for
the erection of a garage on his place on K street between College
avenue and Eighth street, at an estimated cost of $40.
RAILROAD VALUATIONS RECEIVED .
A conununication was received from County Clerk Geo. E. Gross
notifying th.e Board of the assessments of the various railroads as
fixed by the State Board of Equalization and declared by the Board
of Supervisors of Alameda county.
It was ordered filed, and the assessments inserted in the
assessment roll of the Town for the year 1921.

A regular meeting of the Board was held at the Town Hall on Mon-
Day evening, October 3d, 1921. The meeting was called to order at
8:15 o'clock. In the absence of President Knox, Trustee Rees
acted as President pro tem

MINUTES APPROVED
On motion of Trustee Utendorffer, seconded by Trustee Emminger,
and by vote of the Board, the reading of the minutes of the meetings
held on September 6th and 12th, 1921, was waived and the minutes as
entered were approved
OFFICIALS' REPORTS.
The reports of the Clerk, Marshal, Treasurer and Recorder for the
September 1921, and the report of L. E. Wright as engineer of the sewer
construction on M Street between Second and Third, were read and ordered
filed .
SEVEN BUILDING PERMITS GRANTED.
Seven applications for building permits were received and granted
as follows: H. W. Lassen, to erect a sleeping porch addition to his
dwelling on L Street near First, at an estimated cost of $250; D. J.
Dutro, to build an addition 6 by 12 feet in size to his dwelling at the
corner of Walnut and M streets, at an estimated cost of $50, Tito Ro-
salas, to rebuild a shed at his place at Second and 0 streets, at an
estimated cost of $50; Dr. J. M. Carter, to build a sleeping-porch
addition 8 by 12 feet in size to his dwelling at the corner of Fifth
and L streets, at an estimated cost of $125. Louis Selvaggi, to rebuild
a garage shed on third street near L, at an estimated cost of $30; A. L.
Davis, to build an addition 12 by 16 and 8 by 20 feet in size to his
residence at the corner of Second and ) streets, at an estimated cost
of $150 for material; Mrs. C. R. Madsen, to rebuild a barn 20 by 30 feet
in size at the corner of Chestnut and 0 streets, estimate cost $150.

SIGN PERMIT GRANTED.
An application for a permit to erect a sign, not electric, ex-
tending over the sidewalk in front of his place of business in the
Grana building on East First street, was received from A. Lydiksen
and granted.
IN RE RAILROAD CROSSING.
A letter was received from General Manager E. W. Mason of the
Western Pacific Railroad Co., at San Francisco, Calif., stating that a
crossing twenty feet wide had been ordered put in opposite J. E. Duarte's
place on Oak street, as requested by the Street Committee. It was
ordered filed.
PLUMBERS' BONDS APPROVED.
The bond of Fred W. Tretzel as a master plumber, with Geo. Beck
and Jos. Fletcher as sureties in the sum of $500, and the bond of John
E. Jensen as a master plumber, with Carl G. Clarke and L. A. McVicar
as sureties, as required by Section 29 of Ordinance No. 51, were received,
and, on motion of Trustee Utendorffer, seconded by Trustee Emminger, and
by vote of the Board, were approved and ordered filed.
INSTALLATION OF LIGHT APPROVED.
On motion of Trustee Emminger, seconded by Trustee Utendorffer, and
by vote of the Board, the installing of a center-span electric light on
L street between College avenue and the southern town line, by order of
the Fire, Water and Light Committee, was approved.
RESOLUTION FIXING TAX RATE.
The following resolution was introduced by Trustee Emminger and,
on motion of Trustee Emminger, seconded by Trustee Utendorffer, and by
the following called vote, was adopted: Ayes -- Trustees Emminger,
Rees, and Utendorffer; noes -- none; absent -- Trustees Hansen and Presi-
dent Knox:
RESOLUTION No. 370.
"Resolved, by the Board of Trustees of the Town of Livermore,
that the property tax for the Town of Livermore, upon all real and per-
sonal property in said Town, for the year 1921, is hereby levied, and
the tax rate of said Town of Livermore is hereby fixed, as follows:

General Fund,$.98 on each $100 valuation; Library Fund, $.12 on each
$100 valuation; Bond Interest and Redemption Fund, 1908, $.11 on each
$100 valuation; Bond Interest and Redemption Fund, 1910, $.04 on each
$100 valuation; Bond Interest and Redemption Fund, 1915, $.26 on each
$100 valuation; Municipal Improvement Bonds 1920 Sinking Fund, $.11 on
each $100 valuation; total tax, $1.62 on each $100 valuation."

The Clerk was instructed to have tax receipt books for the year
1921 printed.
MINUTES APPROVED.
The minutes of the meetings held on August 1st, 8th, 9th, 10th
and 22d, 1921, were approved as recorded in the minute book, on motion
of Trustee Emminger, seconded by Trustee Utendorffer, and by vote of
the Board.

The Board then took a recess to meet on Monday, October 17th,

An adjourned regular meeting of the Board was held at the Town
Hall on Monday evening, October 24th, 1921. The meeting was called
to order at 8:15 o'clock.

HEALTH OFFICER'S REPORT.
The report of Health Officer Dr. J. K. Warner for the year end-
ing June 30th, 1921, was received and read, stating that there had been
28 deaths and 43 births in the town during the year, that the health of
the community was excellent, and accompanied by a report on analyses of
three samples of the water furnished the townspeople by the Pacific Gas
& Electric Co., made by the Bureau of Sanitary Engineering, Berkeley,
Calif., showing that it was "safe water for drinking purposes." The The
report was ordered placed on file.
APPOINTMENT OF DEPUTY MARSHAL APPROVED.
On motion of Trustee Rees, seconded by Trustee Hansen, and by
vote of the Board, the appointment of S. L. Altamirano by Marshal D.
F. Bernal on October 22d, 1921, as Deputy Marshal, to serve on account
of the Marshal being laid up with a sprained knee, was approved.
SIX BUILDING PERMITS GRANTED.
Six applications for building permits were received and, on mo-
tion of Trustee Utendorffer, seconded by Trustee Rees, and by vote of
the Board, were granted, as follows: M. G. Callaghan, to build an
addition 34 by 18 feet in size to his dwelling on the northwest corner
of McLeod and 8th streets, at an estimated cost of $2,000; G. W. Cun-
ningham & G. 0. Smallcomb, to erect a garage on Mrs. Owen Flynn's
place on I street betyween 5th and 6th, at an estimated cost of $60 for
materials; Miss Emma C. Smith, to erect a a garage on L street between
4th and 5th, at an estimated cost of $125; John E. Jensen, to erect a
combined garage and woodshed 46 by 20 feet in size at his place on 3d
street between McLeod and Maple, at an estimated cost of $500; Fred M.
Mally, to renovate the roof of his hotel at the corner of First and L
L streets (being within the fire limits) with a combined felt, asbestos
and red-slate surface, at an estimated cost of $560; P. Vercelli, to
repair a portion of the roof of his building on the south side of First
street between K and L (being within the fire limits, and not over forty
per cent to be renewed, at an estimated cost of $5.
IN RE PERMIT TO ERECT ELECTRIC SIGN.
An application was received ffom Chas. B. Cone for permission to
erect an electric sign extending over the sidewalk in front of his place
of business in the Carlisle building on First street, in accordance with

Ordinance No. 87, and the matter was referred to the Building Committee
with power to act
IN RE REPAIRING RAILROAD CROSSINGS.
The Clerk was instructed to write letters to both the Southern
Pacific and the Western Pacific railroad companies, requesting that
their L-street, East First-street and Livermore-avenue crossings be
permanently repaired, as with concrete, and calling their attention
to previous letters sent them in regard to repairing these crossings.
TO PURCHASE ADDING-MACHINE ROLLS.
On motion of Trustee Emminger, seconded by Trustee Utendorffer,
and by vote of the Board, the Clerk was authorized to purchase a sup-
ply of adding-machine rolls.
COMMUNICATION IN RE ROUTING PENINSULA TRAINS VIA LIVERMORE.
A communication was received from the Peninsula Bureau of the
Chambers of Commerce and Civic Organizations of San Mateo, Calif.,
enclosing a copy of a communication sent to the Southern Pacific Co.,
requesting that the company arrange its schedule of passenger trains
to and from the interior points so as to make San Francisco the ter-
minal of such trains, which would result in San Joaquin valley and
other trains being routed via Livermore, Niles and Dumbarton cut-off,
and requesting the endorsement of the Board in securing this. The
communication was ordered placed on file.
IN RE ENFORCING RUBBISH ORDINANCE.
The Marshal was instructed to enforce the provisions of Ordi-
nance No. 13 prohibiting the owner or occupant of any premises from
permitting rubbish to accumulate or remain on the sidewalk or street
in front of said premises.
IN RE REPAIRING CULVERT.
The matter of repairing a broken culvert at the corner of Chest-
nut street and Livermore avenue was referred to the Street Committee
with power t:o act.
IN RE TREES CLUTTERING SIDEWALK AND STREET.
The mat:ter if a growth of young trees cluttering up the street
and sidewalk along Block No. 60 of the Southern Addition, was referred
to the Street Committee with power to act.

SPECIAL MEETING -- OCTOBER 25, 1921.
A special meeting of the Board was held at the Town Hall on
Tuesday evening, October 25th, 1921, in response to a call signed by
Trustees Emminger, Hansen and Rees, stating the purpose of the meet-
ing to be "considering and taking action in the matter of extending
the Town's sewer system and transacting such other business as may
legally come before the meeting."
The meeting was called to order at 8:15 o'clock.
Roll call:--Present--Trustees Emminger, Hansen, Rees and Pres-
ident Knox; absent--Trustee Utendorffer.
SEWER TO BE CONSTRUCTED.
On motion of Trustee Emminger, seconded by Trustee Hansen, and
by the following called vote, it was decided to have the sewer main
extended on McLeod street between Seventh and Eighth street, at an
estimated cost of $290: Ayes--Trustees Emminger, Hansen, Rees and
President Knox; noes--none; absent--Trustee Utendorffer.
EMPLOYED AS TOWN ENGINEER.
On motion of Trustee Hansen, seconded by Trustee Rees, and
by
vote of the Board, L. E. Wright was employed as Town Engineer, to serve
during the construction of said sewer extension.
BUILDING PERMIT GRANTED.
An application for a building permit was received from Stanley
E. and Mazie A. Ramos for the erection of a sleeping room 10 by 12
feet in size on the west side of North L street south of the Western

TWO BUILDING PERMITS GRANTED.
Two applications for building permits were received and, on motion
of Trustee Emminger, seconded by Trustee Utendorffer, and by vote of the
Board, were granted, as follows: Louis Volponi Sr., to erect an addi-
tion to a shed at his place on 5th street between 0 and P, at an esti-
mated cost of $50; Henry Seeband, to erect a chicken house at his place
at Third and McLeod streets.
IN RE REPAIRING RAILROAD CROSSINGS
A communication was received from Engineer W. H. Kirkbride of the
Southern Pacific Co., at San Francisco, in answer to a letter from the
Board, stating that the necessary repairs to the company's street cross-
ings had been ordered made. A communication was received from General
Manager E. W. Mason of the Western Pacific Railroad Co., stating that the
matter of repairing the crossings was being taken up with the superinten-
dent at Sacramento and that another letter would be sent at an early date.
Both communications were ordered placed on file.

IN RE W. P. CROSSINGS.
A communication was received from General Manager E. W. Mason of the
Western Pacific Railroad Co. stating that arrangements had been made to
put its street crossings in Livermore in the Best possible condition" and
to "see that they are kept in satisfactory condition hereafter." It was

Assistant Division Engineer P. T. Robinson of the Southern Pacific
Railroad Co. appeared the Board and submitted blue-print plans for the
company's street crossings in town, to consist of a foundation of rock
ballast, surmounted by five inches of creosoted planking and a layer of
asphalt, with screenings on top, and stated that these improvements as
planned would cost about $7,500, but that the approval of the head office
of the company would need to be secured, which might require several
months time, and that meanwhile the crossings would be temporarily repaired.
The Board members expressed themselves as satisfied with the plans,
and the width for the various crossings was agreed upon.
BUILDING PERMIT GRANTED.
A building permit was granted to E. D. George for the erection of a
shed at Mrs. Brandt's place, corner of 6th and Lizzie streets, occupied
by him.
ADDRESSES BOARD.
E. J. Lawless addressed the Board in regard to certain places on
First street not being connected with the sewer. The matter was re-
ferred to the Committee of the Whole.
ADDRESSES BOARD
N. J. Fletcher appeared before the Board as manager of the Bell
Theater for Kline & Levy and requested that the license for the theater

be reduced from $100 per year to the license schedule as paid by mer-
chants, which is based on the amount of business done, and Stated that
the present license is considerably higher than that charged moving-
picture theaters in other places of this size or larger, the license
being only $50 per year in Haywire, $40 per year in San Leandro and
$75 per year in Martinez.
The Board took the matter under consideration.
SOFT-DRINK LICENSE PERMIT GRANTED.
An application for a permit to obtain a license to sell soft
drinks was received from Mrs. Bettie Bledsoe, for the Carlisle build-
ing on the north side of First street opposite K street, and, on motion
of Trustee Hansen, seconded by Trustee Utendorffer, and by the follow-
ing called vote, was granted: Ayes -- Trustees Emminger, Hansen, Rees
and Utendorffer; noes -- none; absent -- President Knox.
NOTIFIED TO CONNECT WITH SEWER.
The Clerk was instructed to send a letter to Miss Margaret Kelly
notifying her to connect her premises at the corner of Seventh and Liz-
zie streets with the sewer within thirty days.

BUILDING PERMIT GRANTED.
An application for a building permit for the erection of a chicken
house on the Badgley place on K street between 7th and 8th, was received
from John M. Harper, and, on motion of Trustee Emminger, seconded by
Trustee Hansen, and by vote of the Board, was granted.
APPLICATION FOR ELECTRIC-SIGN PERMIT.
An application was received from Gost Marafos and Nick Mireng for
permission to erect an electric sign between eight and nine feet long
and 2~ feet wide (high) extending over the sidewalk in front of their
place of business in the Jadoon building on First street, in accordance
with Ordinance No. 87.
The Clerk was instructed to call the attention of the applicants to
the Board's recent rule that hereafter no permits for electric signs ex-
tending more than six feet over the sidewalk would be granted, and that a
similar application had recently been refused to the Busy Bee confectionery.
HEALTH OFFICER MAKES REPORT.
Health Officer Dr. J. K. Warner appeared before the Board and report-
ed, in regard to a complaint made as to certain places on First street not
being connected with the sewer, that he and two other officials had in-
spected both premises in question and found nothing unsanitary there, but
that connection with the sewer had since been made nevertheless, and as-
surance was given that the small barber shop in connection would also be
connected with the sewer by the following week. The Health Officer re-
ported that certain premises on East First street had been found unsani-
tary and should be connected with the sewer,

FIRE HOSE PURCHASED.
A representative of the Bi-lateral Fire Hose Co. appeared before
the Board and offered a left-over 50-foot length of 2~-inch Bi-lateral
fire hose, brand-new except for having been used for demonstration pur-
poses, for $1 per foot instead of the regular price of $1.25 per foot,
the hose to be delivered here without extra charge.
On motion of Trustee Hansen, seconded by Trustee Emminger, and by
the following called vote, the hose was purchased, and the Clerk in-
structed to issue an order for the same, to be delivered at the fire-
house, for $50: Ayes -- Trustees Emminger, Hansen and Rees; noes --
none; absent -- Trustees Utendorffer and President Knox.
PREMISES ORDERED CONNECTED WITH SEWER.
The following resolution was introduced by Trustee Hansen and,
on motion of Trustee Hansen, seconded by Trustee Emminger, and by the
following called vote, was adopted: Ayes -- Trustees Emminger, Hansen
and Rees; noes -- none; absent -- Trustees Utendorffer and President Knox:
"RESOLUTION No. 371.
"Resolved, by the Board of Trustees of the Town of Livermore,
that John and Manuel Olivera connect the buildings on lots 5 and 6
of Block 3, McLeod Tract, with the sewers of the Town of Livermore on
First, Second or Maple street; and be it further
"Resolved, that the said John and Manual Olivera shall so connect
the buildings on said lots within thirty days after the receipt of a
certified copy of this resolution; and be it further
"Resolved, that the Clerk serve a certified copy of this resolu-
tion on said John and Manual Olivera."
