account ot the latter date being a legal holiday. The meeting was called
to order at 7:05 o'clock.

CLAIMS ALLOWED.
Thirty-th~ee claims, amounting to a total of $2,896.07, were audited
and approved by the Finance Committee and, on motion ot Trustee Hansen,
seconded by Trustee Rees, and by vote of the Board, were allowed out of
various f'unds, and warrants ordere4 drawn for the respective amounts, as

SOF1'-DRIB PERMIT CANCELLED.
A communication was received from Adolf Johnson, for Johnson &
Chtrone, requesting that the permit to obtain a license to sell 'ott
drinks issued to them on August 8th, 1921, for the Sweeney building on
East First street, be cancelled, as he had sold the business to Dan~e1
A.. Berry.
On motion of' Trustee Hansen, seconded by Trustee Rees,
and by vote of the Board, the said permit was cancelled.
SOFT-DRINK PERMIT GRANTED.
An app11catlon for a permit to obtain a license to sell soft
drinks was received from Daniel A. Berry~ to do business in the Sweeney
building on East First street between'Lizzie and McLeod, and, on motion
of Trustee Emminger, secmnded by Trustee Rees, and by vote of the
Beard, the permit was granted.
ADJOURNMENT .
On motion of Trustee Rees, seconded by Trustee Hansen" and: by
vote ot the Beard, the Board then took a recess to meet on Konday,

ed by Trustee Hansen, and by vote ot the Board, the said appointment was
approved.
DANCE PERMIT GRANTED.
Secretary F. L. Savage of the Livermore Fire Depart.ent appeared
before the Board and fequested, in behalt of the Fire Department, that
a dance permit be granted to the Fire Dep~rtment tor the first SatUfday
atter Lent, or Apeil 22d, 1922, for the Department's second annual ball,
,inasmuch as the prganization which had formerly given an annual ball on
this date had gone out, of existence; and, on motion of Trustee Emminger,
seconded by Trustee Hansen, and by vita of the Board, the permit was
ordered granted as requested.
RESIGNATION RECEIVED AND ACCEPTED.
A communication was received trom E. C. Utendorfter tendering his
resignation as a member ot the Board of Town Trustees on account ot hav-
ing removed to Tur10ck, and, on motion 0' Trustee Emminger, seconded by
Trustee Hansen, and by vote of the Board, the resignation was accepted.
ADJOURDENT.
On motion of Trustee Emmlnger, seconded by Trustee Hansen, and by
vote of the Board, the Board then took a recess to meet on Monday, Janu-
ary 16th, 1912, at 7:30 P. m.

ADDRESSES BOARD.
R. B. Jlerritt ~ppeared before the Board and. requested that the
Board assist financla11y, if possible, in the building of a storehouse
,
and stables fo~ use of the proposed National Guard battery of' Artillery
to be organized here, as it would bring about $1,000 a month or state
money into the town and a total subscription of about 14,000 would be
needed for the purpose.
The Board decided to take the matter under consideratlon.
RESIGNATION RECEIVED AND ACCEPTED.
A communication was received from T. E. Xnox and read, resigning
his position as Town Trustee and stating that he was doing .. on account
or his duties a' a County Supervisor requiring his undivided attention,
the resignation to take effect January 16th, 1922; and, on motion Qr

"RESOLUTION No. 372.
"Whereas, E. C. Utendorffer has filed his resignation as one of
the menbers of the Board of Trustees of the Town of Livermore, with
this Board of Trustees; and
"Whereas, there is a vacancy now existing in the office of trustee
of the Town of Livermore.
"NOW, therefore, it is resolved by the Board of Trustees that
the resignation of E. C. utendorffer as a member of the Board of' Krus-
tees of the Town of Livermore, be and the same is hereby accepted to
take effect at once; and
"13e itl further resolved, that Frank L. Savage be and he is here-
by appointed a member of the Board of Trustees of the Town of Liver-
more county ot Alameda, state of Balifornia, until the next regular
muni~lpal election, to fill the vacancy caused by the resignation of

STANDING COMMITTEES APPOINTED.
President Rees reported the appointment of the following standing
committees, the first-n~ned member in each case being the Chairman:

BOND APPROVED.
On motion of Trustee savage, seoonded by Trustee Hansen, and by vote
of the Board, the bond of J. H.Colldeweih and R. P. Bernhardt in the sum
of $35, with I. G. callaghan and Fred S. Young as sureties, to insure the
Town against any loss as the result of issuing a duplicate warrant No. 1742
foD $17.15 in favor of Bernhardt & colldeweih on account of the original

RESOLUTION ORDERING DUPLICATE WlUtRANT ISSUED.
On motion of Trustee Hansem, seconded by Trustee Savage, and by
the following called vote, the following resolution was adopted: Ayes--
Trustees Beck, Emminger, Hansen, Savage and President Rees; noes--none;
absent--none:
"RESOLUTION No. 374.
"Whereas, the Board of Trustees did on the 3d day of October, 1921,
issue its warrant No. 1742 in the sum of $17.15 in favor of Berhhardt &
Colldewe&h in payment 01 a bill presented and allowed by the Board of
Trustees; and
"Whereas, tho said warrant No. 1742 issued to Bernhardt & Colldew'~
has been lost; and
"Whereas, Bernhardt & Colldeweih has requested this Board of Trus-
tees to issue a duplicate warrant to them in the said sum of $17.15.
"Now, therefore, be it resolved by the Board of Trustees of the
Town of Livermore that warrant No. 1742 of the Town of Livermore issued
to Bernhardt & colldeweih on the 3d day of Octobe~, 1921, be and the
same is hereby revoked, cancelled and set aside; and
"Be it further resolved that the Clerk of this Board of Trustees
issue a duplicate warrant in the sum of $17.15 in favor of Bernhardt &
Colldeweih in payment of the bill in said amount of $17.15 in the place
and stead ()f said warrant No. 1742."

vote of the Board, the bond of A. F.Croce, doing business under the hams
of Fashion Restaurant, in the sum of $20, with Geo. F. Tubbs and L. Sohe-

none as sureties, to insure the Town against any loss as the result of
issuing a duplicate warrant No. 1654 for $9.75 in favor of the Fashion
Restaurant on account of th~ original warrant having been lost, was
approved and accepted and ordered filed.
RESOLUTION ORDERING DUPLICATE WARRANT ISSUED.

the following called vote, the following resolution was adopted: Ayes

"RESOLUTION No. 375.
"Whereas, the Board of Trustees did on the 1st day of August, 1921,
issue its warrant no. 1654 in the sum of $9.75 in favor of Fashion Res-
taurant in payment of a bill presented and allowed by the Board of Trus-
tees; and.
-Whereas, the said warrant No. 1654 issued to Fashion Restaurant
has been lostj and
"Whereas, Fashion Restaurant has requested this Board of Trustees
to issue a duplicaee warrant to it in the said sum of $9.75.
"Now, therefore, be it resolved by the Board of Trustees of the
Town of Livermore that warrant No. 1654 of the Town of Livermore issued
to Fashion Restaurant on the first day of August, 1921, be and the SEne
is hereby revoked, eancelled and set aside; and . ~

issue a duplicate warrant in the sum of $9.75 in favor of Fashion Res-

On motion of Trustee Beck, seconded by Trustee savage, and by the

"Resolution Directing Advertisement for Bids for Official Adver-
tising and Printing for the Town of Livermore, County of Alamed.a,
state of California.
"Resolved; That the Town Clerk be, and he is hereby, directed
to cause to be published two weeks notice calling for bids for official.
advertiiing and printing for the Town of Livermore, for the period of
one year beginning with the date ~f the contract entered into as a re-
sult of said bids. said notice shall befiubstantially the words and
figures as follows:
"Notice calling for Bids for Official Adver-
tising and Printing for the Town of I.ivermore.
llNotica is hereby given, that sealedubids or proposals will be
received by the Board of Trustees of the Town of Livermore at the
Town Hall of Livermore, california, up to 8 o'clock p.;n. Monday,
March 6t.h, 1922, for publishing all official advertslng of said Town
requirec by law to be published in a newspaper of general circulation
and for furnishing said Town with all advertiling arrd printing
not reciuired by law to be published in a newspaper of general circu-
lation as follows, to-wit:

"Item 3. For furnishing the Town of Livermore with all official
advertising, notices and printing which may be posted and which is not
required by law to be published in a newspaper of general circulation.

not included in the foregoing items Nos. 1, 2 and 3.
"Separat.e bids may be submitted on each item, or al~ or any num-
ber of the above items may be included in one bid.
nAll advert**ing and printing shall be in accordance with the
following specifications:
"(a) All advertisements shall be set in solid eight-point. brevier,
in columns of 26 ems nonpareil to the line and 12 lines to the square.
"(b) Titles and sub-heads shall be set in eigt'1.t-point capitals.
n(e) Precinct designations in ilillection proclamations shall be
set in eight-point capitals and paragraphed.
"(d) The combined list of polling places and election officers
in election'proclamations shall be set in one paragraph.

hanging indentation of 2 ems on the left-hand side of the column.
"(f) Special advertising requirdmg display may be published, but
only by direct authority of the Board of Trustees.

approval of the officer authorizing it, but no var~ation as to specifi-
cations shall be permitted. Proof sheets shall first be carefully
revised by the printer and submitted to the officer ordering ~he print-
ing, and if corrected by him, new proof sheets shall be struck off and
submitted for approval, and no publication shall be made until the proof
has been approved by said officer. '
"Bidders shall state on their proposals the price per square for
doing }'~~ld special advertising mentioned in item 1 as follows:
"1st. A price per square for the fir'st insertion.
112nd. A prdlce per square for the 'second insertion.
"3rd. A price per square for the third insertion and for each
subsequent insertion.
, "In submitting bid on item 2, bidders must specify the rate per
each square at which he will publish said delinquent tax list
"The advertising referred to in items 1 and 2 must be published in
a newspaper of general circulation as defined by section 4460 of the
Political Code of the state of California, prinyed, published and circu-
lated in said Town of Livermore for at least one year. .
"Each bid must be accompanied by a check in the sum of Fifty Doll-
are ($50.00), certified by some responsible bank or banker and payable
to the order of Elmer G. still, Town Clerk, which said check and the
amount therein mentioned shall oe forfeited to the Town of Livermore
should the bidder to whom the contract is awarded fail to enter into the
contract and furnish the bond as set forth iO this notice.
llThe successful bidder or bidders shall be required to enter into
a contract within ten days after the acceptance of his bid, and at the
same time shall furnish a good and sufficient bond in the sum of Two
Hundred ($200.0C) Dollars, conditioned upon the faithful performance of
his contract according to its terms.
"The Board of Trustees reqerves the right to reject any and all bids
and to re ject or accept portmons of bids, as it may be advised.'

Clerk of said Town of Livermore, and that it be publiShed once a week for
two successive weeks in The Livermore Journal, which newspaper is hereby
designated for that purpose.ll

Three building permits were granted, as follows:

in size on J street between 2d and 3d; Mrs. M. Twisselmann, for the

SIGN PERLtIT GRANTED.
An application to erect a sign, not electric, extending over
the sidewalk in front of his place of business in the Carlisle 6uild-

An ap;llcation was received from Leandro Chirone for a permit
to obtain a license to sell soft drinks at the Sweeney building on
the south side of East First street between Li7.zie and McLeod, and,
on motion of Trustee Emminger, seconded by Trustee Hansen, and by
vote of the Board, the permit was granted.

of the published notice calling for such bids; time and material basis
plus 25 p.r cent: on Item 4 of said notice~

TWO BUILDING ~IITS GRANTED.

the Board, two building permits were granted as follows: To Silitiit) Fiorio,
to erect a shed at his place on Wood Street, between 4th and oth, at an es-
timated cost of $25.00 for new materials; to Geo. Kruger, for the erection of
a garage at his 'place on J Street between 6th and 7th Streets, at an est-
imated cost of $35.00 for materials.
SIDEWALK PERMIT GRANTED
An application was received from the Standard Oil Co. for a permit for
remodeling and laying a concrete side walk about 18 feet long on the south

side of East First Street between Lizzie and McLeod in front of the property
of H. p. Winegar, for the purpose of making a driveway leading into its ser-
vice station from Ea~t First Street and on motion of Trustee Emminger, second-
ed by Trustee Savage, and by vote of the Board the permit was granted.,
ELECTRIC SIGN PERMIT GRANTED.
An application was received from John Dukae for a permit to erect an
electric sign extending over the sadewalk in front of his place of business
in the Sohenone Building, on the North side of 1st Street between .J~ and
Lizzie, said sign to be about six feet long by about three feet wide, and on
motion of Trustee Savage, seconded by Trustee Hunt, and by vote of the Board,
the permit was granted, on condition that the sign be secure,ly fastened in
plaoe not less than ten feet above the sidewalk level.

advertise for bids for the removing of all sewage from septic tank, clean-
ing septic tank of all materials therein, providing for the disposal of
the sewage and materials removed from said tank and furnishing all labor
and materials therefor; and
Whereas the said'Board of Trustees of the Town of Livermore did fix
Monday June 5th, 1922, at the Town Hall, at 8 o'olock p.M. as the time
and place for reoeiving bids for doing said work; and
Whereas the bid of Emil F. G. Schult~ for the sum of .545.00 for do-
ing said work and furnishing all labor and materials necessary therefor,

pensation as follows: In case of injury,the necessary medical, surgical,
and hospital treatment, irloluding medicine,supplies, etc., ana for tem-
perary disability, after the first week $4.17 per week as long as the
disability lasts; for permanent disability, besides treatment, etc.,
four weeks of compensation (at $4.17 per weak) for each one per cent of
permanent disability; in case of death from injury, a total of disability.

ported that an epidemic a mild irregular form of smallpox was prevalent
in the community, there being about 40 cases then in the Town and abou.t
100 in the whole valley; that while the a,sease in its present form was
not dangerous to 1 ife, a sever e form of smallpox might at any time de-
velop from it; that he had reported the matter to the state Board of
Health, who had sent two inspectors here to investigate, and that they
had dirocted quarant1nir;gthat these quarantines were in many instances
being violated, and that he recommended that the Board appOint a spec tal
officer- to maintain the cuarantine; and that he would furnish the
special officer and also the regular officers with lists of all qu.arant-

On mot ion of Trustee Savage, seconded by Truste. Beck and by vote
of the Board, three permits were granted; as follows:

about six feet long by three feet high extending over the sidewalk in
front of their place of business on the North side of Fi:rst street,
to Chas. F. Becker, to erect a dwelling on his place at the corner of
2nd and Maple streets, at an estimated cost of $600.00 for materials
and also to erect a 'garage ,there at an estimated cost of $50.00 for

HEALTH OFFIC]}\ MAKES REPORT
Dr. Panl E. Dolan, act ing Health Offic er, appear ed befor e the
Board and reported that there were but seven cases of varioloid
remaining under quarantine in the Town, two in the valley outside the
Town, and two or three a.t Altamont; that the situation as regardS the
epidemic was getting better every day and he expected it to be soon
cleared up; that special officer Ed. Hambrose was doinf veryeffioient
no
work in maintaining the (. uar ant ine; tha,!/new cas&s of the disea.se had
been reported for three days past; that lDany children were being vac-
cinated and h. recoffiIllended that all be vaccinated so as to keep the
disease from spreading again.
RESOLUTION FROM SCHOOL TRUSTEES.
A copy of a resolution adopted by the Board of Trustees of
Livermore School Distr ict was received and read request ing the Board
to take steps to close and abandon West 6th street between South ifI"

and recommend ing that a cover be placed over the tank.

Aoting Health Officer Dr. Paul E. Dolan appeared before the Board
and reported that theJ!e were but three oases of var ioloid remaining
quarantined in the Town and five cases in the Valley outside of town;
that only one new case had been reported in the past tvvo weeks; that thlt
epidemic was :mow. evidently under control and that the services of a spec-
ial officer to enl'orce the quarantines would probably be needed onl:!
about a week longer. Dr. Dolan also stated that the present state law
only makes vaooination compulsory during an epidemic or else requires
that c hildr en not vaccinated recently be kept out of school dur ing the
epid emic.

Health Officer Dr. J. K. 'ilarner appeared before the Board and report-

that the officers assist in enforcing the quarantines,so as to prevent the
disease from spreading if possible, and also reported that some cases of
ra,bies had been found amongst dogs in Berkeley, and it was feared by some
physicians that it might spread to this place or other parts of the oounty,
.unless the dogs were muzzled or vaccinated.

A communioation was received from the Board of Trustees of the
Livermore Union High School requesting pOlice protection at the school
grounds on Halloween in or der to pr event damage such as was done last
Halloween, and also reqnesting such protection at the time of the
Halloween party to be held there on the following E'riday evening.
The matter was referred to the License Ordinance and Police com-
mittee, and it was decided to appoint on or two special policemen for
Halloween.
