RESOLUTION AUTHOR/ZING THE BOROUGH OF CARTERET
TO CONTINUE TO ADMINISTER THE GENERAL ASSISTANCE
PROGRAM IN ACCORDANCE WITH "WORK FIRST WITH
NEW JERSEY" LEGISLATION
WHEREAS, the "Work First New Jersey" legislation Chapter 37, P.L. 1997
provides options as to the administration of the General Assistance Program; and
WHEREAS, the said legislation allows each municipality the opportunity to continue
to administer and fund administration of the General Assistance Program in the
present manner, or transfer administration of the program and the cost of
administration to the County Welfare Agency; and
WHEREAS, the Borough of Carteret, County of Middlesex, has considered its
options as to whether to continue to provide the administration of the General
Assistance Program at the municipal level; and
WHEREAS, the Borough of Carteret has weighed the impact the administration of
this program would have on the municipality's residents and taxpayers;
NOW, THEREFORE, BE IT RESOLVED that the Borough of Carteret, County
of Middlesex, determined it is in the public interest to continue to administer the
General Assistance Program at the municipal level for the following reasons:
1. We .believe that our current municipal administration provides needed
services at a lower cost than could be provided by the County Welfare
Agencies.
2. We believe that our taxpayers, and those of the State, will be better
served by an efficiently administered, municipally administered
General Assistance Program.
3. We believe that our need adult childless individuals and couples
can only be adequately served by municipal General Assistance
Program which is prepared to meet their emergency needs
immediately and to work with each of them to bring each to
economic self-sufficiency as quickly as possible.
4. We believe that these needy citizens can best be served at the
municipal level where our Municipal Welfare Director is best
able to marshall local resource services and work opportunities
to bring these citizens to self-sufficiently quickly.

5. We believe the record of our administration of General Assistance
requires a contribution of same in the public interest.
BE IT FURTHER RESOLVED that a certified copy of this resolution be filed with
the Division of Local Government Services, New Jersey Department of Community
Affairs in the manner required by law.
