HomeMy Public PortalAboutMinutes-03/05/2003 Planning and Zoning Commission City of Tiffin March 5, 2003 6:30 p.m. Tiffin Fire Station Call to Order Minutes and Agenda Old Business New Business Adjournment 7 a 1 Tiffm Planning and Zoning Commission March 5, 2003 A regular meeting of the Tiffm Planning and Zoning Commission was brought to order by Chair Steve Berner at 6:30 p.m. Members present: Steve Berner, Melvin Reeve, Terry Richardson, Mark Peteresen and newly appointed Stephanie Serine. Stephanie Serine will complete unfmished term previously held by Sandy Huedepohl. Also present: t. Mayor Glen Potter and Council member Karin Dils. Motion Reeve, second Richardson to approve printed minutes and agenda. Ayes: Petersen, Richardson, Berner, Serine and Reeve. Motion carried. t Berner noted that tenant at 341 Main Street appears to be pulling into sideyard rather than across the front yard, so information must have gotten through at this location. Members considered information posted in the newspaper regarding plans underway at the highschool to install a wetland field for discharge of sewage from the newly planned building. Planning and Zoning had questions regarding mosquito and insect control in the area of the seepage bed, concern of mosquito and West Nile transmission, odor concerns for the area, fencing of the seepage bed, containment during flooding, best use of high value real estate, continuity of monitoring and report requirements, continuity of study level of transient-student population, and standards of performance used in other locations with similar program. Motion Reeve, second Petersen that more information be obtained in regard to this proposal reported in local newspapers prior to further consideration. Ayes: Serine, Petersen, Richardson, Reeve and Berner. Motion carried. Possible date set for Wednesday, 6:30 p.m. at the regular session of the city council of March 12, 2003. Planning and Zoning members will attempt to be present. Planning and Zoning considered reports that filling of the flood plain below the City of Tiffm may be undertaken this spring. Mayor Potter has called Pat Harney of the Johnson County Board of Supervisors on this and is waiting for return call for more information. Tiffm was seriously flooded in 1991. Decided that letter requesting information should be sent to the Board of Supervisors with copies to appropriate congressional representatives and Department of Natural Resources. The city has recently fmished hazard mitigation planning that we require that the city plan for avoidance of new flooding damage of personal or real property. Reihman, City Clerk Planning and Zoning Commission City of Tiffm Tiffm Parks and Recreation Commission March 19, 2003 A regular meeting of the Tiffin Parks and Recreation Commission was brought to order by Chair Dave Shaffer 7:00 p.m., Wednesday,March 19, 2003 at the Tiffin Fire Station. Members present: Dave Shaffer,Mark Petersen,Kevin Mellen,Karin Dils,Mayor Potter, Steve Berner. Also present: Art Chipman, Jim and Bev Seelman and Jerry Cox. Motion Dils, second Petersen to approve printed minutes of the previous meeting. Ayes: All: Dave Shaffer reviewed budget figures for park and recreation plans. Thought that cost of portapotty for summer season would be around$400. Thought that large blue plastic bins could be obtained for$5 from the Cheese factory near Kalona. Dils reported on Living Roadways application sent in. Should hear by April if we have been selected as one of the awarded communities. Members reviewed the three bids on the retaining wall for the plan. The Bike Trail bid letting is an 80-20 project that is completed through Johnson County Council of Governments. Shaffer will run the ball diamond scheduling. Baselines will be left in grass for present. The rake can be used by hand or behind a tractor. Probably use 34 road stone in the parking lot area. Hope to get volunteers to help with building dugouts. Bev and Jim Seelman volunteered to get concrete work finished, if someone else would see to the benches. Hoped that work could be finished for somewhere around$6,000. Sod cutter can be rented from Aero for around$40/hour. Jerry Cox will check culvert for drive. Girl Scouts might help with flowers at south entrance sign. More fill needed here first. Motion carried to adjourn. 8:45 p.m. Dave Shaffer, Chair Margaret B.
