Planning and Zoning Commission September 3, 2003
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chair Steve Berner, 6:30 p.m. at the Tiffm Fire Station on September 3, 2003.
Members present: Steve Berner, Melvin Reeve and Stephanie Surine. Absent: Terry
Richardson and Mark Peteresen. Also present: Mayor Potter, Council Dils and Bartels.
Motion Reeve, second Surine to aprprove printed minutes. Ayes: Berner, Reeve and
Surine. Absent: Peteresen and Richardson. Motion carried.
Chad Freeman was present to discuss his desire for building permit in Lot 37 of Rolling
Hills Phase II. Chad will see if the developer of the subdivision will complete paperwork
and provide bond for completion of improvements. Improvements near completion.
Freeman will try to have these at the regular meeting of the council. The Zoning felt it
would be advantageous to have work completed by developer. Engineers are finishing
work along with developer attorney for completion of all Phase I items also.
Freeman indicated that he did not think he would continue to pursue McGrew location
due to the covenant restrictions here.
Members received draft of industrial amendments to the zoning ordinance. Complete
zoning ordinance for October review and comment of the commission, including parking,
outdoor storage, storm water,hazardous mitigation and mapping work.
Mayor asked the members to consider cemetery contribution by the city. Members
agreed that the city should consider some contribution to the township cemetery.
Motion Berner, second Reeve to recommend that the city consider commencement of
some funding to the township cemetery. Ayes: Reeve,Berner, and Surine. Nays: None.
Motion carried.
Mayor asked about status of Flood Amendment work by city engineer. No change yet.
Reeve requested opinion from city engineer on water retention policy for the city.
Outflow of water from retention locations is a question for the city.
Mayor asked the commission to consider a casino question on the upcoming ballot as
there would be no additional expense to the city if the question were run along with the
next regular election. No recommendation given by the commission.
Motion Reeve;second Surine to adjourn. Motion carried. 7:15 p.m.
