AUTHORIZING CHARGES AGAINST, AND DIRECTING THE REMOVAL OF,
CARTERET REDEVELOPMENT AUTHORITY COMMISSIONER AND
ZONING BOARD OF ADJUSTMENT MEMBER LARRY ALEKSANDRICH
WHEREAS, on November 5, 2003, the Carteret Redevelopment Agency adopted the
Resolution #03-19 recommending that the Borough of Carteret governing body dismiss
Lawrence Aleksandrich as Chairman of the Carteret Redevelopment Agency ("CARA")
and dismiss him of all his duties and/or responsibilities associated with CARA; and
WHEREAS, the governing body of the Borough of Carteret has reviewed the
recommendation of CARA; and
WHEREAS, the governing body has further determined that Mr. Aleksandrich should be
charged with and removed fi.om his position as Chairperson and Commissioner of the
Carteret Housing Authority and as member of the Carteret Zoning Board of Adjustment
for misconduct and neglect of duty, for the unauthorized and improper dissemination of
confidential information obtained by Mr. Aleksandrich as a result of his official position
with CARA, as set forth in the attached formal charges; and
WHEREAS, the governing body has found that the information so disseminated
threatens the integrity of present negotiations between the Borough of Carteret and the
representatives of Kaplan Companies with regards to Lower Roosevelt Avenue
Redevelopment Project and further threatens the implementation of the Redevelopment
Plan for said area.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough
o£ Carteret, County of Middlesex, State of New Jersey as follows:
1. That the Borough Attorney is hereby directed to present the formal
charges for misconduct and neglect of duty against Lawrence
Aleksandrich.
2. That Lawrence Aleksandrich be and is hereby removed as Chairperson
and Commissioner of the Carteret Redevelopment Agency and as a
member of the Carteret Zoning Board of Adjustment.
3. The Borough Clerk is hereby directed to notify Mr. Aleksandrich, Carteret
Redevelopment Agency and Zoning Board of Adjustment of the within
action.

MISCONDUCT AND NEGLECT OF DUTY
1. Commissioner Lawrence Alcks~x~drich unauthorized and improperly disseminated
confidential information concerning the details of ongoing negotiations between
thc Borough of Carter~t and the Kaplan Companies on a formal redevalol~m~t
agreement for thc Lower Rooscvelt Avenue Redevelopment Projcct. (N.J.S.A.
40A: 12A-1 lc.),
2. Commissioner Alcksandrich engaged in the unauthorized publication of "closed
session" material obtained in his official capacity as a Commissioner of thc
Cartcrct Redevelopment Agency in violation of the Open Public Meetings Act.
(N.$.S.A. 40A: ]2A-11c. and NJ.S.A. 10: 4-17).
3. With thc purpose to obtain a benefit for himself or another, Commissioner
Alcksanclrich committed an unauthorized exercise of his official functions by
improperly conveying confidential information provided to him by virtue of his
official position with thc Cartcrct Redevelopment Agency. (N.$.S.A. 40A-I lc.
and N.J.S.A. 2C; 30-2).
