HomeMy Public PortalAbout04/19/83 Board of Appeals CCM200 The Council of the City of Medina met as the Board of Review for 1984 tax valuations,. on Tuesday, April 19, 1983, at 6:30 P.M. Present: Mayor, Thomas Anderson; Councilmembers, Anne Heideman, William Reiser, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; assessors, Rolf Erickson, Anne Risch, Nancy Anderson; Hennepin County Assessor, Kerm Benson Absent: Councilmember, Thomas Crosby Anne Risch explained the procedure involved, had been placed on those properties that had William Reiser asked which sections had been Ms. Risch stated that Sections 24 through 30 stating that very little increase in values not been reviewed in 1982-83. revalued in 1983. had been done. Robert Scott appeared regarding a cabin at 3132 Lakeshore Ave., owned by William Harlow Haas of Outlook, Montana. He explained the condition that the cabin was in and the fact that it is valued at $29,500, which price has been asked, was shown 20-25 times and only two offers had been made. He stated that they are now asking $25,000 for it with the assessments paid, and he asked that the valuation be lowered to that amount. Ms. Risch stated that she would agree to $23,300 on the lot, with the cabin and $2000 for the adjacent lot. Motion by Scherer, seconded by Heideman to decrease the value to $25,300, on the cabin and lot at 3132 Lakeshore Ave. and $2000 for the adjacent lot. Motion declared carried Mr. Scott also asked for information as to the procedure necessary to have taxes abated on vacant property at 172 Hamel Rd., as taxes reflect value before house was gutted by fire in 1981. Mr. Scott was told to file an abatement application with Hennepin County. Ms. Risch stated that the property is now back to vacant lot valuation. Charles Pangier, 4605 Fern St., appeared to state that he wanted to take an appeal to the Hennepin County Board of Review, on his three properties; 4605 and 4615 Fern St. and 3145 Cedar St. Jim Lane appeared on behalf of Franklin Groves whose house is located at 1482 Hunter Dr., stated that he presumed the substantial increase was based on the addition that is being added to the house, but which will not be completed until later in 1983. Nancy Anderson explained the process by which a valuation of the property had been cal- culated. Mary Weinzierl appeared to discuss the fact house at 2230 Chippewa Rd. Motion by Reiser, seconded by Heideman to specify that a homestead credit should be appl- ied to property located at 2230 Chippewa Rd., unless evidence to the contrary is supplied. Motion declared carried Motion by Heideman, seconded by Scherer to deny the appeal of Franklin Groves. Motion declared carried Lawrence Elwell, 6125 Hwy. 101, appeared to discuss valuation on 3 parcels in Section 1 and 1 parcel in Section 12. Regarding the property in Section 1, he stated that the house was being assessed resi- dential, but that he had an employee living in the house, rent free, and that it should have an agricultural classification. He also stated that the farm land was over -assessed because less than one-half could be used for home -sites without innovative septic systems and that the assessor had probably based his valuation on sales of smaller tracts of land. Anne stated that value was based on farm classification and that he is paying taxes on Green Acres classification. Motion by Heideman, seconded by Scherer to reclassify second house on Elwell property, 201 6125 Hwy. 101, to agricultural, upon receipt, within one week, of affadavit, from em- ployee, that he does not pay rent. Motion declared carried Rolf Erickson stated that the farmland value was based on sales of 80 acre parcels, still being farmed. Motion by Scherer, seconded by Heideman to deny request of lawrence Elwell to lower valu- ation of farm land. Motion declared carried Michael Blodgett appeared to discuss his valuation at 2020 Willow Dr. He stated that the appraisal he had done on the property to remortgage had been less than he had paid for it and the Mortgage Co. had denied the mortgage, saying he had paid to much for the property. He stated that personal items and driveway, which has since been redone were included in the sale price but were not the value of the house. Rolf Erickson stated that nothing was added to the original valuation for the driveway but that he had reworked the valuation to $236,500 from $247,300. Motion by Heideman, seconded by Scherer to reduce the valuation of the Michael Blodgett property at 2020 Willow Dr. to $236,500. Motion declared carried motion by Scherer, seconded by Heideman to close the Board of Review Meeting. Motion declared carried Meeting adjourned at 7:25 P.M. /6-e--11-0 Clerk Treasurer
