20080124 CITY COUNCIL ETHICS TRAINING
Mayor Buelterman called the meeting to order at 5:30pm. Present in addition to Mayor Buelterman was
Mayor Pro Tem Doyle and Council members Brewer, Brown, Crone, Smith and Wolff. Also attending was
City Attorney Hughes and Attorney Frank Jenkins.
Attorney Hughes gave an overview of the Ethics Ordinance and conducted a question and answer
session with council members and Attorney Frank Jenkins.
The meeting was adjourned at 6:30pm.

RESOLUTION TO ADOPT COMMUNITY AGENDA
WHEREAS, the Tybee Island Mayor and Council has completed the Community Assessment and
Community Participation Program documents as part of the 25 -year Tybee Island Master Plan
Update;
WHEREAS, these documents were prepared according to the Standards and Procedures for Local
Comprehensive Planning effective May 1, 2005, and established by the Georgia Planning Act of
1989;
BE IT THEREFORE RESOLVED, that the Tybee Island Mayor and Council do hereby adopt the
Community Agenda portion of the 24 -year Tybee Island Master Plan Update to the Coastal Georgia
Regional Development Center and the Georgia Department of Community Affairs for official
review.

Authorizing Resolution
City of Tybee Island, Georgia
The City of Tybee Island, Chatham County, Georgia, realizes the economic,
social and environmental importance of an educated public with regard to
coastal Georgia environmental issues and natural resources.
The City, located on one of three ocean - fronting barrier islands of Georgia
accessible to the driving public, realizes the important role that the Tybee
Island Marine Science Center serves to its residents and coastal visitors
toward promoting a better informed public through the Center's exhibits,
programs, educational and outreach activities.
The City and its elected officials are committed to protecting the natural
resources and ecosystems of this area, and the City realizes that research and
an informed and educated public are important components of this process.
The City of Tybee Island and its elected government, via this Authorizing
Resolution, signed by the elected Mayor, indicates its support for the
"Invasive Species Research, Education and Outreach" proposal submitted by
the City of Tybee Island, for the Tybee Island Marine Science Center, to the
Coastal Incentive Grants Program of the Georgia Coastal Management
Program.

The City of Tybee Island, Chatham County, Georgia, realizes the economic,
ecological, environmental and aesthetic importance of good water quality in
its beach water and other waterways in coastal Georgia.
The City, located on one of three ocean - fronting barrier islands of Georgia
accessible to the driving public, realizes the important role that its beaches
and beach water serve to its residents and coastal visitors in the quality of
life and health of environment.
The City and its elected officials are committed to protecting and preserving
the environmental health of the island's beaches and surrounding waters
including their water quality and recreational value, and the City realizes

(1) I was the presiding officer of a meeting of the Tybee Island City Council held on

(2) That it is my understanding that O.C.G.A. §50- 14 -4(b) provides as follows:
When any meeting of an agency is closed to the public pursuant to
subsection (a) of this Code section, the chairperson or other person
presiding over such meeting shall execute and file with the official
minutes of the meeting a notarized affidavit stating under oath that the
subject matter of the meeting or the closed portion thereof was devoted to
matters within the exceptions provided by law and identifying the specific
relevant exception.
(3) The subject matter of the closed meeting or closed portion of the meeting held on
the of `� 2008, which was closed for the

§O.C.G.A., Title 50, Chapter 14, was devoted to matters within those exceptions
and as provided by law.
