The regular meeting of the City Council of the City of Temple City was called to order by Mayor Nunamaker at 7:30 P. M. 2. Rev. Bloomquist of the Bethlehem Evangelical Lutheran Church, 5319 Halifax Rd., Temple City, gave the invocation, following 3. which Mayor Nunamaker led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: Councilmen- Dickason, Fitzjohn,, Merritt, Tyrell, Nuna- -make r ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford .& City Manager Woollett 5. APPROVAL OF MINUTES: Regular meeting of Sept. 9, 1963. City Manager Woollett referred to item No. 7 which states to "intersection 'of Las Tunas Dr. & Temple. City Blvd." and should state 4- poles at this intersection, 2 poles one each on north and south side of Las Tunas at approximately 9548, 2 poles one each on north and south side of Las Tunas at approximately 9630, 2 poles one each on east and west side of Temple City Blvd.5935, and 2 poles- one-each on east and west side of Temple City-Blvd. at 5825 approximately. Councilman Merritt moved to approve the- minutes of the regular meeting of Sept;, 9 as corrected, Council- man Fitzjohn seconded, and carried by the following roll call vote: - AYES: Councilmen- DTckason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None UNFINISHED BUSINESS: 6. RESOLUTION NO. 63 -311: denying zone change request City Attorney Shatford read title to Resolution No. 63 -311 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AFFIRM- ING THE RECOMMENDATION OF THE PLANNING COMMISSION IN DENYING THE ZONE CHANGE REQUEST OF BEVERLY L. MEEK, ET AL, FOR A CHANGE OF ZONE OF THE REAL PROPERTY LOCATED ON THE EAST SIDE OF ROSEMEAD BETWEEN HERMOSA DRIVE AND GARIBALDI AVENUE. Councilman Dickason moved to adopt Resolution No. 63 -311, Councilman Merritt second- ed, carried by the following called vote: AYES: CounciimenrDickason, Fitzjohn, Merritt, Tire1T,_Nunamaker NOES: Councilmen-None ABSENT: Councilmen None 7. APPOINTMENT OF CITY TREASURER AND DEPUTY CITY TREASURER Councilman Tyre1T moved to appoint T. Donald Buchan as City Treasurer, and Robert Owens as- Deputy City Treasurer, Councilmen Fitzjohn seconded, and carried unanimously. At this time City Manager Woollett requested both Mr. Buchan and Mr. - Owens to come forward and administered the oath of office to them, following which they were congratulated-by the Council. PUBLIC HEARING 7:30 P. M. CURB" & GUTTER:-- a, Key West, north side, between-Halifax & Doreen b,,• Key West, south side, between Halifax & Doreen ;City Manager Woollett advised on the north side of the street the petition was signed up 100% and the estimated cost was $770.. and on the south side of the street 77.7% signed up, and the estimated cost was $825. Councilman Fitzjohn moved to close, atlas public hearing, Councilman Merritt-seconded, and carried. Coun- cilman Merritt moved to determine the improvement to be in the best public interest and instruct the Road Supt. to cause the work to be done, Councilman Dickason seconded, carried by the following called vote: AYES: Councilmen-Dickason, Fi tzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None 522 Council Minutes, September 23, 1963, page 2 NEW BUSINESS: 8, APPROVAL OF PLANS & SPECIFICATIONS FOR REST ROOM FACILITIES AT LIVE OAK PARK: The City Manager presented the plans and specifications for the rest room facilities at Live Oak Park. There followed a lengthy discussion regarding the type and number of facilities necessary,: Councilman Tyrell moved to approve with a minimum of three urin - als and two stools on the mens side of the rest room, and a min; imum of three stools and two basins on the girls side, Councilmai Dickason seconded, carried by the following roll call vote: AYES: Councilmen -- Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen-None ABSENT: Councilmen -None 9. RESOLUTION NO, 63 -309: appointing part -time temporary employees: City Manager Woollett read title to Resolution No. 63 -309 A RE -- SOLUTION -OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINT- ING PART -TIME & TEMPORARY EMPLOYEES, these employees being appointed to the recreation department. Councilman Tyrell moved to approve and adopt Resolution No. 63 -309, Councilman Dickason seconded, carried by the following called vote: AYES: CouncilmenrDickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None 10. RESOLUTION NO. 63 -308: WARRANTS & DEMANDS Councilman Tyrell moved to adopt Resolution No. 63 -308, warrants and demands in the sum of $33,345.80, demand nos. 3019, and nos. 4100 through 4128, Councilman Fitzjohn seconded, carried by the following rol-1- call vote: AYES: Councilmen-Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None 11. TEMPLE CITY CHAMBER OF COMMERCE AGREEMENT TO PROVIDE FINANCING FOR CHRISTMAS LIGHTS: City Manager Woollett advised the Council indicated their approv• al to installation of poles subject to the Chamber paying the cost of the lights. He read a letter from Mr. A. Anspach, Pres. of the Chamber of Commerce, advising the Chamber will assume the responsibility of the costs for lights for the Christmas decora- tions, and requested acceptance and approval by the Council so that work can be commenced immediately as the lights are to be turned on Friday, Nov. 29, Councilman Tyrell moved to approve, Councilman Merritt seconded, carried by the following called vote AYES: Councilmen-- Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None 12. RESOLUTION NO. 63 -310: accepting the imposition of additional highways users taxes and fees pursuant to Chapter 1852 City Attorney Shatford read title to Resolution No. 63 -310 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ACCEPT= ING THE IMPOSITION OF ADDITIONAL HIGHWAY USERS TAXES AND FEES PURSUANT TO CHAPTER 1852, STATUTES OF 1963. Councilman Tyrell moved to adopt, Councilman Fitzjohn seconded, roll call vote to carry as follows:- AYES: Councilmen-Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None COMMUNICATIONS: 13. City Manager Woollett read a request for charitable solicitation permit from the United Way for Nov. 3 through 26, 1963. Council man Tyrell moved to approve, Councilman Merritt seconded, and carried. The City Manager read a letter of request to place a street Bann. er over Las Tunas from the Arcadia Lodge #2025, B. P. 0. E. ad- 523 Council Minutes, September 23, 1963, page 3 vertising the annual charity ball on Nov. 23, the banner to be sk placed from Nov. 15 to 25. Councilman Dickason moved to grant subject to receipt of proper certificate of liability insurance, Councilman Fitzjohn seconded, and carried. The City Manager presented an application for a charitable soli- citation permit from the Muscular Dystrophy Assns. of America, Inc., to solicit from Deco 1 to 31. Councilman Tyrell moved to grant, Councilman Fitzjohn seconded and carried. The City Manager presented twoletters from the Los An ekes County Boundary- --Commissioner for proposed annexations No. 1963 -2 and No. 1963 -3, City of San Gabriel. Councilman Dickason moved to receive and file, Councilman Tyrell seconded, and carried. City Manager Woollett presented a letter of appeal from the Traffic Commission re the School for Little Children. Miss Marie Clark, owner of the school was present and advised the 5 min. loading zone in front of the school was inadequate and further advised the Council regarding parking conditions in the area. Following discussion Councilman Tyrell moved to make the two green stalls in front of the school 15 min. loading zones and the balance of the area on both north and south sides of the street 2 hr. parking from existing restricted parkin to the east city limits, Councilman Fitzjohn seconded, carried by the following called vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -None ABSENT: Councilmen -None 14. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Mrs. Katheryn Keene, 10528 Key West, stated she lived on the south side of the street where curb was to be installed, and that she was a widow with three children, and had not signed the peti- tion, and wanted to know how it could be paid as she did not at the present time have the money. The City Manager advised that, it would go on the taxes, and could be paid at a maximum of $50. per year. 15. MATTERS FROM CITY OFFICIALS: The Council was requested to declare Oct. 7 -11 as P. T. A. week, Councilman Tyrell so moved, Councilman Fitzjohn seconded, carried Mayor Nunamaker recommended sending Mrs. Clarkson, Chairman of the Sister City Committee, to San Francisco on Sunday Oct. 20 to the National League Conference on International Municipal Co-. operation. Councilman Tyrell felt it was setting a bad precident, Following discussion Mayor Nunamaker made the motion for the Cit' to send Mrs. Clarkson as the City representative, Councilman Dickason seconded, roll call vote to carry as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker NOES: Councilmen- T-yrel1 ABSENT: Councilmen -None Councilman Tyrell asked about the stop light over Temple City Blvd., and the City Manager advised it was ordered and will be installed as soon as they arrive. Councilman Fitzjohn asked regarding the drainage problem on Kauffman. The City Manager advised the developer of the propos- ed subdivision has two of the three properties needed, and at - present there is nothing much can be done until this is complet- ed. He also advised the City agreed to design the drain but that the property owners involved are not willing to spend any money. Councilman Merritt asked regarding insurance on our parks and was advised by the City Manager that during open hours we are well covered by liability and also for any scheduled events. 524 Council Minutes, September 23, 1963, page 4 Councilman Merritt asked if the Sheriffs Dept. still open and close the rest rooms at Temple City Park and was advised the Fire Dept. now take care of this, and the City Manager also advised him the facilities in Live Oak Park near the office of the Director are open all night, and advised against any of the other facilities being left open. City Attorney Shatford read in full Ordinance No. 63 -113 AN ORDINANCE OF THE CITY OF TEMPLE CITY ESTABLISHING THE AMOUNT OF— BOND FOR THE CITY TREASURER AND DEPUTY CITY TREASURER. Council- man Tyrell moved to adopt Ordinance No. 63 ..113 as an urgency ordinance, Councilman Merritt seconded, roll call vote to carry as follows: AYES: Counci lmenwDickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen -Hone ABSENT: Councilmen -None ADJOURNMENT: 16. Councilman Tyrell moved to adjourn, Councilman Merritt seconded, and carried. Council adjourned at 8:37 P. M. The next regular; meeting of the City Council will be on Octoler 14, 1963, at 7:30 P.
