Tiffin Planning and Zoning Commission July 7, 2004
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Terry Richardson at Wednesday, 6:30 p.m. at the Tiffin Fire Station. Members
present: Melvin Reeve, Ruth DeMuth, Stephanie Surine, Terry Richardson. Absent:
Steve Berner. Also present: Mayor Glenn Potter and Councilmember Jim Bartels.

Members asked about progress at the new pond at Ponds Court. Bartels reported that the
council had considered a list of unfinished items at Rolling Hills. The council has not
received any further report to this time.
Members considered outstanding'questions on the new zoning ordinance. DeMuth asked
where the city really wanted to extend the center of the city. Does the community intend
to continue this present fire station in the future. When funds can be gathered, the city
will be looking for a new fire station/city hall with perhaps a new site.

Mayor Potter reported that Chad Freeman has acquired the Lark location and the property
east. Johnston has been using this area for parking junk cars, and Mayor Potter expected
Chad would.improve the area. Gringo's is expected to move into the Freeman business
location.
The Potter house on Main Street is on the upcoming agenda of the city council. DeMuth
thought the county Board of Health would need to be called for inspection.
Bartels reported that the school is searching for a site for an elementary school. The city
had previously offered a location that was not wanted by the school. Members asked
Bartels if he thought the school desired the improvement of Ireland Avenue. Bartels
thought they did want the improvement.
Other questions on zoning:
Section 14.11 and 15.10 similar wording in M-1 and M-2 districts?
Section 14.7 and 15.6—M-2 district"in Johnson county Health Department"—similar
wording
Question of noise decibels in Section 14.12. how does this work?
Is noise decibels applicable to all zones?
Consider commercial, industrial showing special and allowed—could all the zones be
shown on one large table, rather than separate tables?
25 mph sign on the north end of Roberts Ferry Road was considered.
Crooked condition of street signs in Songbird Estates on cul-de-sac and north street, can
they be straightened?
Members asked where Mr. Johnston is thinking about putting a 50 unit residential
comples. Question about whether the city could support the needs of these citizens with
special needs. Mayor reported that Johnson County has dropped SEATS service to
outlaying Lone Tree, Solon and Tiffin. This service is no longer available. Question
regarding use of building if it is not filled. Members wondered if the complex could be
converted to subsidy housing. Tax implications were considered. These questions will
be researched for council consideration. Mr. Johnston will be getting more information
for the council to consider in this matter. Members asked if Mr. Johnston could use
these personal funds proposed for this project for some of the properties he already owns
in the city.
Members considered it a permit fee could be added to the application for any Street
Closing. The last event was not held on the street, so perhaps this type of fee would not
provide any revenue for the city. Perhaps the city could begin an application for dance
permit as is done in some cities. A dance permit would allow the city to help regulate
large gatherings that could become loud or bothersome to neighbors. A fee for street •
closings or dance permits was considered by the commission. No recommendation.
It was thought that the Johnson County Sheriff was not contacted for the last Street
Closing as promised by Mr. Stevens when requesting the event. Mayor reported
numerous calls of complaints by neighbors. Behavior of crowd continues to cause
complaints.
Richardson said that the insurance cost on a one day event is very expensive. The last
Fun Day insurance had been$8,000.00 when liquor was"sold, the event was discontinued.
