AIRPORT ADVISORY COMMITTEE
MINUTES
July 5, 1995
The meeting was called to order by Chairman Anderson at 12:06 p.m. in the conference room of
Toothman-Orton Engineering, at their facility on the McCall Municipal Airport.
Gordon Colburn, Tom Tucker, Michael Anderson, and Rick Fereday answered the roll call.
Gary Shimun represented staff.
Kevin Bissell, Ballard Smith, D� aleFwere also present.
Colburn moved and Fereday supported to approve the minutes of the May 3, 1995 and the June 7,
1995 meetings with corrections. The motion passed unanimously.
Old Business:
Anderson gave a report on the AWOS upgrade. It will take a much larger area of pavement to be
removed from the project than initially estimated.
Tucker reported on the meeting with John Jannuzzi of the National Weather Service (NWS). We
wanted to see if the NWS would fund a dedicated telephone line from here to Boise. It is apparent
that there will be a substantial cost to the City to get weather information to them, with little benefit
for the airport.
After considerable discussion as to the type and needs of weather reading equipment, along with the
significantly higher percent of pavement deletion from the project to fund the AWOS upgrade, it was
recommended that $50,000 be placed in next year's budget to fund the upgrade and do the current
project as originally anticipated.
Ballard Smith expressed his interest in the property given up by Flightline. Staff was directed to
initiate a replat of lots C&D of Block 8 at the Airport to accommodate individual ownership if this
has not already been done.
Kevin Bissell gave an update of the current Airport Improvement Project. He estimated that it will
be complete by September. There was some discussion about what to do with the extra milled
material left over from the project, since there ended up being more than first anticipated. It was
determined that the Committee should meet on Thursday, July 13, 1995 at noon to make a decision
about that material.
New Business:
Colburn brought up a discussion on single pilot operations. Fereday and Tucker reviewed the current
applicable City ordinances on the topic, and concluded that single pilot operations can be Fixed Based
Operators.
Pursuant to a letter from the State Transportation Department, Division of Aeronautics, staff was
advised to submit an application for a nationwide AWOS/ASOS lottery.
A letter from McCall Air Taxi was discussed. The letter dealt with their request for additional lease
area for above ground fuel tanks.
A letter from Fly -Tye, an aircraft tie down devise manufacturer, was discussed. Staff was advised
to get more information.
After some discussion by the Chairman and staff, the Committee agreed to look at putting money in
the budget to hire a part time Airport Manager and develop a Request for Proposals to see if there
were anyone in the area qualified.
There being no other business before the Committee, Fereday moved and Anderson supported to
adjourn at 2:18 p.m. The motion passed unanimously.
