AN ORDINANCE ANNEXING CERTAIN CONTIGUOUS TERRITORY PLATTED AND
UNPLATTED, LEGALLY DESCRIBING THE ANNEXED TERRITORY, PROVIDING
FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME
SHALL TAKE EFFECT, AND REPEALING ALL ORDINANCES AND PARTS OF
ORDINANCES IN CONFLICT THEREWITH.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA, WAYNE COUNTY, INDIANA.
SECTION NO. 1. That on the taking effect of this Ordinance,
the territory described below shall be annexed to and be de-
clared a part of the said City of Richmond, Indiana; being
located in Wayne County, State of Indiana, and more particularly
described as follows, to wit:
SOUTHEAST TRACT: NUMBER ONE
Being all that part of Wayne Township, Wayne County,
Indiana adjacent to the present corporation line of
the City of Richmond, Indiana which is north of the
centerline of Backmeyer Road and north of the south
line of the northwest quarter of section one and
the south line of northeast quarter of section two,
both in township thirteen (13) north, range one (1)
west, and bound on the east, west and north by the
present corporation of the City of Richmond, Indiana
and being more particularly described as follows:
Beginning at a point in the present corporation line
of the City of Richmond, Indiana at the intersection
of the center of Backmeyer Road and the west line of
the northeast quarter of section two (2), township
thirteen (13) north range one (1) west and running
thence eastwardly along the center of Backmeyer Road
to the center of Garwood; thence southwardly, along
the center of Garwood Road to the south line of the
northeast quarter of section two (2);-township thirteen
(13) north, range one (1) west; thence eastwardly,
along said south line, to the present corporation line
of said City of Richmond, Indiana at a point six hun-
dred eighteen and seventy-six hundredths (618.76) feet

west of the southeast corner of the northwest quarter of
section one (1), township thirteen (13) north range one (1)
west; thence northwestwardly, westwardly and southwardly,
along said present corporation line to the place of be-
gnning, containing an area of three hundred ninety (390)
acres, more of less.
SOUTHEAST TRACT: NUMBER TWO
Being a part of Wayne Township, Wayne County, Indiana ad-
jacent to the present corporation line of the City of
Richmond, Indiana which is bound by the center of Wernle
Road on the south, the east line the northeast quarter
of section ten (10) and the east line of the southeast
quarter of section three (3), both in township thirteen
(13) north, range one (1) west and on the north and west
by the present corporation line of the City of Richmond,
Indiana and being more particularly described as follows:
Beginning at a point in the southeast corner of the pre-
sent corporation line of the City of Richmond, Indiana
at the intersection of the center of Wernle Road and the
centerline of South Twenty-third Street, and running
thence eastwardly, along the centerline of Wernle Road
to the southeast corner of the northeast quarter of
section ten (10), township thirteen (13) north, range
one (1) west; thence north, along the east line of
said northeast quarter of section ten (10) and the
east line of the southeast quarter of section three (3),
township thirteen (13), range one (1) west, to the
present corporation line of the City of Richmond; thence
westwardly and southwardly, along the present corpora-
tion line to the place of beginning, containing an area
of three hundred eighty-six (386) acres, more or less.

SECTION 2. The territory annexed under this Ordinance shall, upon
the effective date of this Ordinance, be rezoned to R-1 Single Family
Dwellings.
SECTION 3. WHEREAS, the annexation is in the best interest of the
City and of the territory to be annexed, and,
WHEREAS, the annexation area is urban in character,
being an economic and social part of the City, and,
WHEREAS, the City is financially able to provide
municipal services to the annexed area within the
reasonably near future, and,
WHEREAS, the area sought to be annexed, where un-
developed, is needed for development of the City
in the reasonably near future, and,
WHEREAS, the lines of the annexation are so drawn
as to form a compact area abutting the City.
SECTION 4. WHEREAS, the Richmond P n Commission held a Public
hearing on the �2 g7--tA day of 1977, to hear this
proposed Ordinance and voted r to a in favor of recommend-
ing passage'of this Ordinance to Common Council.
SECTION 5. This Ordinance shall be in full force and effect sixty
(60) days after its passage and approval by the Mayor and publica-
tion as by law required.
