AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
.following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain ordinary
and necessary maintenance and operating and certain ordinary and necessary
capital expenditures, said sum being subject to all laws governing the same.

These funds are to be appropriated for the following project:
Electronic Test Equipment and Initial
Inventory (Board of Works)
SECTION 2. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

The Comm Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the tWnlclppal Building of said City June 6,
1977 , at the hour of 7:30 p.m.

The Clerk presented proof of publication of Notice to Taxpayers printed In the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Ma 19 and Ma 26
Said notices stated that a public hearing woulde held on e �0
June 1977. by the Common Council to consider addition�'I dppropria-
vns as provided or in Ordinance No. 3204-1977, within the City of
Richmond, Indiana. The proof of publicat own and posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be reeve aered
filed, seconded by Councilman Paust , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. . 3204-1977 .
Councilman Ahaus moved for engrossment of Ordinance No. 3204-1977,
seconded by Councilman Elstro and on unanimous voice vote the motion was carried.
Councilman Elstro moved to suspend the rules and place Ordinance NO. 3204-1977
on third reading by title only, seconded by Councilman Ahaus.
After hearing all persons present, Ordinance No. 3204-1977was placed on
final passage or rejection and on a call of the roll the- roll6wing was recorded:

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,'
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on the 6th day of

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.
