HomeMy Public PortalAbout3212-1977 - APPROPRIATE FEDERAL REVENUE SHARING TRUST FUNDORDINANCE NO. 3212-1977 AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code .of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for.the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and necessary capital expenditures, said sum being subject to all laws governing the same. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor.and is subject to the laws of the State of Indiana governing emergency appropriations. Ahaus , Austerman , Cornett , Elstro , Merchant use WITS Faust Williams Absent: None , s The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond. Indiana, on the dates of may 19 and May 26 Said notices stated that a public hearing wou ld on the June, 1977 , by the Common Council to consider additionaTappropria- ons as prov a or in Ordinance No. 3212-1977 , within. the City of Richmond, Indiana. The proof of publicat o� posting of notices were examined and found to be correct and in order. Councilman Mzlls moved the proof of publication and posting of notices be received and 3ered filed, seconded by Councilman Paust and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 3212-1977 . Councilman Ahaus moved for engrossment of Ordinance No. 3212-1977, seconded by Councilman Mills and on unanimous voice vote the motion was carried. Councilman Ahaus moved to suspend the runes and place Ordinance No. 3212-1977 on third reading by title only, seconded by Councilman Paust.
