AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall;
(c) Provide for.the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues,
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION L. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set apart out of
the Federal Revenue Sharing Trust Fund for certain ordinary -and necessary
maintenance and operating and certain ordinary and necessary capital expenditures,
said sum being subject to all laws governing the same.

These funds are to be appropriated for the following project:
Crime Prevention Material and Equipment
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City Jae 6,
1977 , at the hour of 7:30 p.m.
Councilman Carter presided with the following members present: Messrs.
Ahaus , Austerman , Cornett , Elstro ,
Merchanthous;e Mills Paust Williams
Absent: None
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of May 19 1 and Ma 26
Said notices stated that a public hear ng would be Feld on the btli day o
,rune, 1977 by the Common Council to consider additions appropria-
ons as proVided fnr in Ordinance No. 3216-1977 , within the City of
Richmond, Indiana. The proof of public at o�posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be rei ve an o ered
filed, seconded by Councilman Paust and on voice vote the nation
was carried.
The Clerk read on second reading Ordinance No. 3216-1977 ,
Councilman Mills moved for engrossment of Ordinance No. 3216-1977,
seconded by Councilman Ahaus and on unanimous- voice vote the motion was carried.
Councilman Mills moved to suspend the rules and place Ordinance No. 3216-1977,
seconded by Councilman Cornett.
After hearing all persons present, Ordinance No. 3216-1977 was placed on
final passage or rejection and on a call of the roll e foMwinq was recorded:
