WHEREAS,.The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle 'B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for.the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses .of said municipal corporation, the. following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and necessary maintenance and operating expenditures, said sum being subject to all laws governing the same. AMOUNT AMOUNT REQUESTED APPROPRIATED FEDERAL REVENUE SHARING TRUST FUND $1,500.00 $1,500.00 TOTAL $1,500.00 $1,500.00 These funds are to be appropriated for the following project: Operation and Policy. Manual (Police Department) SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. EXCERPTS OF THE MEETING OF THE COMMON COUNCIL Of THE CITY OF RICHMOND, INDIANA The Carman Council of the City of Richmond, Indiana, met in regular session In the Council Chambers in the Municipal Building of said City June 6, 1977 at the hour of 7:30 P.M. Councilman Carter presided with the following members present: Messrs. Ahaus ,Austennan , Cornett , Elstro , Mcrchanthouse , Mills , Paust , Williams , Absent: Nona , The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers.printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of May 19 1 and May 26 Said notices stated that a public hearing wou biTmId on t5e t�sy' oT June 1977 , by the Common Council to consider additional—approprla- ons as provided or in Ordinance No. 3217-1977 , within, the City of Richmond, Indiana. , The proof of publicat o�posting of notices were examined and found to be correct and in order. Councilman Mills moved the proof of publication end posting of notices be race ve an o ered filed, seconded by Councilman Faust , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 3217-1977. , Councilman Mills moved for engrossment of Ordinance No. 3217-1977, seconded by Couacilman Paust and on wnani7nous voice vote the motion was carried. Councilman Mi11s moved to suspend the rules and place Ordinance No. 3217-1977 on third reading by title only, seconded by Councilman Elstro.
