192.6 SUBJECT: HOUSING OPPORTUNITIES FOR PEOPLE WITH AIDS (HOPWA)
PROJECTS
:1 OBJECTIVE:
To provide housing assistance and related supportive services for low-income
persons with HIV/AIDS and their families in Orange, Lake, Seminole and
Osceola counties.
:2 AUTHORITY:
This procedure approved by City Council July 19, 2004, Item A6.
:3 DIRECTION:
Housing Division Manager under the supervision of the Housing Director.
:4 METHOD OF OPERATION:
A. The allocation of HOPWA funds is received by the City from the U.S.
Department of Housing and Urban Development (HUD). The City contracts
with a qualified non-profit agency to administer the HOPWA funds on
behalf of the City. The selected agency utilizes a Request for Proposals
process to identify eligible service providers to undertake the activities
authorized under the HOPWA Program. The results of the RFP are
submitted to the HOPWA Review Committee, comprised of three
representatives from the community knowledgeable and experienced in the
field of HIV/AIDS and related diseases. The Committee’s
recommendations are submitted to City Council for approval
B. HOPWA funds shall be awarded as grants or deferred (forgivable) loans for
eligible activities. Grants shall be awarded and not expected to be repaid.
Loans shall be awarded with security, typically a lien, and may be subject to
foreclosure in the event that the recipient does not fulfill the conditions of
the assistance. Deferred loans may be exempted from certain
documentation such as appraisals, surveys, applicable title policies and the
like as a part of the closing, and will be forgiven at the end of a
predetermined period of time if the requirements of the loan have been met.
