Present were: Messrs. Bonneau, Graham, Jr., SiMans end Whittaker. Aiso present Were: Mr. V. H. Webb, Town Manager and Mary Wetterer, Town Clerk. The meeting was called to order by Mi. Robert4C. Graham, Jr. as Assistant Mayor, and the minutes of the previous meetingof January 1950 were read and approved. In the absence of a Town Attorney, Mi. Webb, the Town Manager, read to the Council Section 16 of the Village Charter and -the Resolution passed at the meeting of July 1, 1947 defining the tenure IBBITAR/ 20. 1950 Of -Office of the Mayor and the procedure fee the filling of.a vamincy in this office. Thereupon Mrnobert-c. Graham, Jr. was s tomatically seated as Mayor of Bel Harbour Village due to the recent death of Mn J. Julien Southerland. The Mayor then informed the Council that it would be in order to select one of their 'embers to act as Assistant Mayor. After discussion, on motion of Mr. Boaneau, seconded by Mr. Whittaker, Mr. William V. Simons -was unattimgusly elected to this office. It was then moved..by Mr. Bonneau,'seconded by Mr. Whittaker, that a Retolution be composed and suitably..printsd to be presented to Mrs. southerland ae t tribute'to"the late`Mayer Southerlamd ex- pressing -the torinis gratitude for hit great interest in the community andappreciation for his services. The Town Clerk then explained'to the dounail that there were minutes and resolutions unsigned by Mr. Southerland and asked that the' councils autkorizs Mr,.,. Graham to sign these minutes. On mdtion of Mr. Simons, econdad:by i1r. Bonneau, authorisation aaa gixen Mr. ,., Graham to sign these nihutes and resolutiopss,as Assistant Mayor subject -to the opinion of tb..e Town Attorney. Mr. Graham brought before the Council the natter of the appoint- Vent of a Town Judge, and asked for Mr.;Webbls recommendation.'Mr. Webb informed the Cou icil that he had'contacted Mr. Fred Baiadsn whp,. had agreed to serve in this capacity. After discussion it yak moved by Mr. -Simons, seconded by Mr. Whittaker, and unanimously voted4that Mr. Fred R. Baisden"be appointed to the position of Town. Judge. The appointment of a Town Attorney was taken into considerati?n and it Was the concensus of opinion that Mt, Saisden might be willing toaccept, both positions. On motion of:Mr. Bonneau,. second by Mr. Whittaker,'Nt. Baisden wa"s_unanimously appointed to the' position of Town Attorney. Consideration was given t -tke,filling,pf the vacant council seat, and it was'decided that -the -members -would give thisisomo more.,thoug t. and a meeting would be called in -a week or ten days to discuss this further.
