Tiffm City Planning and Zoning Commission March 2. 2005
A regular meeting of the Tiffm Planning and Zoning Commission was brought to order
by Melvin Reeve. Members present: Stephanie Surine, and Ruth DeMuth. Also present:
Doug Frederick of Hart Frederick and John Gilroy, Mayor Glenn Potter,Jim Bartels,
Karin Dils, and Mark Petersen.
Doug Frederick was present on behalf of John Gilroy who was also present to provide
information on request for building, site plan for Harney Oil business proposed for Lot
No. 13 in the Tiffm Industrial Park. John Gilroy of 806 1st Avenue in Coralville is
proposing two 1,000 gallon aboveground storage tanks including concrete containment
aream asphalt driveway and fence. Gilroy thought if use warranted he might desire to
someday bury two 12,000 gallon underground tanks.
Members considered the benefits and drawbacks of above ground versus underground
storage tanks. One advantage to above ground is that any leaking can be immediately
detected. The tanks will be constructed of double wall material.
John agreed to provide as much landscaping as was possible to make the corner lot at
Freenfield and Hinkle Drive attractive, although he said that large trees could not be
planted near the entrance and exits as large trucks seem to hit these. He did think he
could get lower ornamentals and plantings in other locations to keep the area inviting and
agreed to do this.

Motion Surine, second Reeve that site plan as presented for Lot No. 1 j by John Gilroy
for above ground storage tanks be recommended for approval to the city council. Ayes:
Surine, DeMuth, Reeve. Motion carried. Absent: Bemer, and Richardson. Motion
carried. -
No other business discussed.

8. Hart recommends that another speed study be requested of the IDOT.
9. City has received phone complaint on the new signs in Rolling Hills. Brian says
they are going to need direction on where signs are needed.
10. A removable Fire Sign Was put up by the guys in IDOT right of way. IDOT said
it had to go out. Guys want permission to put the sign or signs somewhere else Is
there suggested spots? The signs can be put up and removed, concrete bases that
have drop in for the posts.
11. Complaint received on dust at Brown Street. Maybe shut down the north end of
the Street and allow entrance from the south?
12. Complaint on drainage on Pond Ct. Hart Frederick checked the elevations a year
ago. There should not be a problem. Think owner will have to repair his lot.
13. Brett has received ok from Glen to bring rip rap into a drainage problem at Ned
Allen's fence with Songbird.
14. The guys have put up posts and reflectors at the end of Kimberlite. They are not
like the ones on the end of Redbird and Blue Jay. Brian says they didn't put up
the ones on Redbird and Blue Jay,thought maybe the developer had put them up.
The ones on Redbird might be regulation. Karin is getting the Manual with
information for they guys.
15. Information on pedestrian bridge from Karin enclosed.
16. Brett and Brian have done all the things advised by the insurance man in Main
Street Park.
17. Can the city think about side walk outside the fire station running to the south? I
receive frequent complaints about where to park near the fire station. People
don't like to disobey the sign out front, and other people don't like,to walk across
the grass yard. Ideas?
18. Sign questions in the industrial park. Have drawn up this application form. Any
additional things that should be included on this?? Should there be a sign fee if
you want this reviewed by the building inspector? Or a sign fee for filing and
administration? I don't think we have any sign fee now. Will check this.
