AIRPORT ADVISORY COMMITTEE
MINUTES OF JULY 3,1996
The meeting was called to order by Chairman Tucker at 12:08 p.m.
in the Toothman-Orton Conference Room above McCall Air Taxi..
Members present were Tucker, Anderson, Fereday and Colburn.
Absent was Saleen.
Guests: Mike Dorris and Chuck Sundby

Minutes of the June 5, 1996 meeting were read and approved with
one change, on the second page, second paragraph, last sentence
the word what should be want.
Chief Points informed the Committee that the tie downs are
painted. He is not real happy with Alert, but it's done. He had
the wrong colors and after he was done Points looked at the job
and the painting was very thin and irregular. Points plans on
addressing this when he speaks to Alert.
Chuck Sundby gave an AWOS update to the Committee. Kevin, from
Toothman-Orton had faxed the summary and Chuck handed out a copy
to everyone. Chuck reminded the Committee that we had a bid
opening on Monday, July 1st at 4:00 for the AWOS upgrade. We did
get a bid from all three suppliers. Qualemetrics is the low price
bidder. AAI Systems Management Inc., which is the manufacturer
for the ASOS equipment for the National Weather Service, is the
second and they bid their next size system which is the down size
one. Aviation System Maintenance Inc. was bidding an artais
product. There was a lengthy discussion and comparison on each
bid. This is scheduled to go to the City Council on the 11th,
the committee needs to recommend one or the other. Before a
recommendation was made, Chuck mentioned to the Committee that
about 4 days before the bids were due, John from the National
Weather Service, called and said that McCall Airport was added
into the supplementary ASOS program. There is a site inspection
scheduled by the National Siting Engineering Group this summer,
they will be buying the equipment this fall, plans to have it
installed by June of next year and commissioned by the fall.
Points received a call yesterday from TDS Group and he is coming
on July 10 to do the site selection survey. Tucker mentioned
that he has heard this before and nothing has happened, he feels
we need to get the site up and operating for our own pilots and
if the day comes when we get an ASOS we can call Wayne Pickerall
and find out what field in the State needs an AWOS III. This
lead into another lengthy discussion. It was decided that a
letter should be written to Mr. Januzzi and have him fax us a
written confirmation on the ASOS. The Committee can delay the
decision a week until everything is confirmed. If needed we can
call the three bidders and delay the Notice of Award a month,
that will still give us time to get it up and running. There will
be a Special Meeting on this on Thursday, July 11th at 5:00 pm at
the Fire Station.
Chief Points informed the Committee that the chemicals for the
weed spraying has come in and it will be done this week.
OLD BUSINESS:
Chairman Tucker informed the Committee that he and Chief Points
had a meeting with the FAA representative from Seattle. The
engineer assigned to this is now Jerry Trujillo, instead of Sandy
Simmons. This is the first time we have worked with him, but he
has done other airports in the State. He was very unprepared for
this meeting, he hadn't even looked at our preapplication that we
sent four months ago. The purpose of this conference, from his
stand point was to find out what was going on and see if he
agreed with it. He was then given the amendment to the
preapplication. He does want this bid and there was positive
signs that they will support it as one project. This lead into a
lengthy discussion of predesign issues. Then out to the
airfield. The main thing he wanted to look at was the safety
areas. He was absolutely adamant something will be done to
correct the safety area problem on 1 6. We will talk to Dave
Rickerson about this.
Chief Points informed the Committee that the City Council voted
not to wave the tie down fees for the Comanche Fly In Club. This
is a group of about 50 aircraft from Phoenix for 4 nights.
NEW BUSINESS:
Zoning was put off.
Chief Points discussed the budget with the Committee. Points had
received a printout from Jim which seems to have some problem
areas. Jim's on vacation this week, as soon as he gets back
Points will look into and work on this. Some things Points
mentioned that need to be put into the budget were $500 weed
control unless the committee wants to sterilize certain portions,
AIP 97, the sewer lines, Points would rather have this come out
of the sewer fund, but doesn't want it to slip through the
cracks, REIL, but no one knows anything about cost, $1,000 to add
fencing across the front, tie down chains, Master Plan,
professional services. Gordon Colburn asked about Airport
Managers salary, but this has not been done yet.
This lead into a discussion on sweepers and other misc things we
need at the airport. Chairman Tucker received a call from the
Assistant Airport Manager in CDL about the Military Surplus
Program, he will put us on the list. Sundby stated that Phil
Cummings is the head person in the NW on this program. He stated
that airports have priority over everyone else. There is a five
day up front time when airports can take whatever they want, they
just have to pay for transporting. This includes everything,
handtools to dump trucks, etc. The person to contact is Rick
Baird, from Haily, he just went through the process. A motion
was made that Points look into this and get an identification
card, motion was seconded and passed unanimously.
Chief Points informed the Committee that he received a call from
Corey McCandlis, who has the TLS approach system and he would
like to come and make a presentation. He can not make any of our
regular scheduled meetings, so we will have to set up a special
meeting when he can do this. Dale will get back to him on this.
Chairman Tucker informed the Committee that the meeting with the
City Council and Dave Rickerson went very well.
There being no further business, the meeting was adjorned at 1:45
pm.
