REGULAR COUNCIL MEETING, FEBRUARY 2, 2015
CALL TO ORDER
The Regular Council Meeting of February 2, 2015, was convened at 6:00 P.M. by Mayor
Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather,
Scrivner, and Ward
Absent: Medin
A quorum was declared present.
ADOPTION OF THE AGENDA
Mayor Struemph stated that a typographical error in Consent Agenda Item Bid 2775
was pointed out in the Pre-Meeting, and that the correct bid amount in the cover memo
should have been $87,830. He stated all other bid documents were correct. He
entertained a motion to adopt the agenda with that correction included. Councilman
Costales made a motion to adopt the agenda with the correction, seconded by
Councilwoman Ward, and approved unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous items to consider at this time.
PUBLIC HEARINGS
There were no public hearings scheduled at this time.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Mr. Bill Lockwood, Director of Parks, Recreation & Forestry Department, gave a brief
update on the ongoing discussions with Lincoln University concerning partnering with
them on a multipurpose building.
Mr. Lyle Rosburg made a presentation regarding the impact of the Jefferson City Host
Lions Club on Jefferson City, and invited the public to attend their 58th annual “Ham and
Bean and Chili” fund raiser event on Wednesday, February 4, 2015, at the Selinger
Centre. Mayor Struemph thanked Mr. Rosburg and other members of the Lions present
tonight, including Councilmen Graham and Prather, for the time and efforts to make
Jefferson City better.
Charles Palmer, Lewis and Clark Task Fo rce, presented an update on the past year’s
tourism to the monument, as well as activities of the Task Force to preserve and
promote the monument and the site.
Ms. Lucia Erikson-Kinchloe, Chair of the Cultural Arts Commission gave the
Commission’s Annual Report and briefly mentioned a few of the upcoming events and
activities. Mayor Struemph thanked Ms. Kinchloe for her efforts on behalf of this
Commission, and presented her with a City Coin.
ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF
Planning & Protective Services Director Janice McMillan announced the February 9
Council Work Session which will be held at 5:30 P.M. in the Council Chambers to
discuss the issue of the upcoming solid waste RFP process. There will be a time at that
meeting to receive public comments on the issue.
Ms. McMillan also announced an Open House will be held on Wednesday, February 11,
2015, from 3:00 p.m. to 6:00 p.m. in the Boone-Bancroft Room, to display two
preliminary sign designs and the draft of the “W ayfinding” plan for review and
comments.
Public Works Director Matt Morasch made an announcement about the upcoming
closure of Highway 50/63 during MoDOT’s removal of two bridges. The closure will
begin at 7:00 P.M. on Friday, February 6, and reopen at 6:00 A.M. on Monday,
February 9.

CONSENT AGENDA
Mayor Struemph stated that the following items were presented to the Council for their
approval by consent at this time:
a. Minutes of City Council Meetings: January 20, 2015
b. Awarding Bid 2775 for Sludge Truck to Scheppers International Truck Center
A motion was made by Councilman Henry to approve the Consent Agenda as
previously corrected, seconded by Councilman Costales, and approved unanimously.

Missouri, the Chair would entertain a motion at this time to go into Closed Session to
discuss the following:

A motion was made by Councilman Branch, seconded by Councilman Costales, to go
into Closed Session for the above stated reason, and approved unanimously by the
following roll-call vote at 7:00 P.M.
