HomeMy Public PortalAboutAAC Minutes 1996 08/21AIRPORT ADVISORY COMMITTEE AIRPORT MASTER PLAN WORK SESSION AUGUST 21, 1996 The meeting was called to order by Chairman Tom Tucker at 1800 hours in the Council Chambers. Members present: Tom Tucker, Rick Fereday, Gordon Colburn Members absent: Mike Anderson, Merrill Saleen Guest Attendance: Chuck Sundby, T-0, Wayne Pickerill, State Aeronautics, Dave Rickerson, Transportation Solutions, Gary Shimun, McCall City Manager. Chairman Tucker opened the meeting with a call for nominations to serve as chairman for the coming year of the Airport Advisory Committee. Rick Fereday nominated Gordon Colburn Gordon Coburn nominated Rick Fereday The vote indicated Mr. Fereday won (or lost) the election depending on your point of view. The airport Manager informed the committee of two pending leases that were in process, Lot 17 to Mr. Tim Gadler and parcel#1 lot D Block 8 to Mr. Steven McCarter. Chuck Sundby, T-0, brought the committee up to date on the product addressed in Engineering Brief 44, a rejuvenating sealer for overlay use. He stated Mr. Jerry Trujillo with the FAA said if the City of McCall could demonstrate a continuing history of crack sealing and runway repair the product could be used. If we could not, then we must use a slurry product. It was indicated that a straight aggregate slurry seal had a working life of 5 to 7 years. Where as, a Polimer modified aggregate slurry would last at least 7 years. The price difference of the products were discussed at length and a difference of approximately $.75 more per sq. yard for the polymerized aggregate slurry appeared to be the product that would be recommended. The discussion lead into the new Taxiway addressed in Amendment 41 of AIP 4 and it appears the approval to include it in AIP 4 is marginal at best. Mr. Pickerill indicated with the City portion and the State participation it could still be accomplished. The committee agreed it was important that it be done at the same time as the rest of the project. Mr. Tucker then turned the meeting over to Mr. Dave Rickerson with Transportation Solutions for the work session of the Airport Master Plan. The outline attached concerning options, issues and features of the airport expansion or construction were discussed at length. It was the consensus of the committee that our goal for the airport was to recoup the lost runway length, work toward a precision instrument approach and address the Deinhard issues. The acquisition of the property surrounding the airport to the South with the implementation of Phase 1 & 2 as presented would be our near term 5 to 10 year goal and to proceed as soon as possible with a relocation survey for the long term 10 to 20 years goal There being no further business, the meeting was adjourned at 2100 hours. Ultimately Deinhard Lane must be relocated. Trees located north of the Airport, lateral to the extended runway centerline, penetrate the Runway Protection Zone and transitional surfaces. Existing residential uses located northeast of the Airport penetrate existing transitional surfaces. Land Use Compatibility conflicts north of the Airport beneath the approach to Runway 16. Non -compatible development is encroaching on the approaches to Runway 34 and extensive residential is planned in the immediate Airport Vicinity. Extension of the Forest Service Taxiway will require land acquisition and wetland mitigation. Airport development will necessitate utility upgrades and extensions.
