® AN ORDINANCE TO AMEND CHAPTER 420
GREENCASTLE VOLUNTEER FIRE FORCE
WHEREAS, the Common Council of the City of Greencastle, Indiana,
has determined there existing need for a volunteer fire force to be
trained and utilized on a regular basis to continue to provide and
improve the quality of fire protection to the City of Greencastle; and
WHEREAS, such funds are not available to hire additional full -
time firefighters;
THEREFORE, be it ordained and adopted by the Common Council of
the City of Greencastle, Indiana:
SECTION 1. CHAPTER 420 is hereby amended to read as follows:
420 -5. Establishment
There is hereby established the Greencastle Volunteer Fire Force.
420 -10. Maximum Number of Members; Qualifications
(a) There shall be no more than fifteen (15) members of the
Volunteer Fire Force at any time.
® (b) An active volunteer defined as any volunteer firefighter who
maintains an average of ten (10) hours per month service to the
Department in the previous twelve month period.
(c) A volunteer firefighter candidate shall be at least eighteen
(18) years of age and hold a valid Indiana drivers license.
420 -15. Powers
(a) The members of the Volunteer Fire Force shall be granted the
same powers as regular members of the paid fire department of the City
of Greencastle to the extent of entering property for the purpose of
suppressing fire and inspecting property and all related powers in
accordance with the statutes of the State of Indiana and the
ordinances of the City of Greencastle.
(b) Members of the Volunteer Fire Force shall have the normal
arrest powers pursuant to the laws of the State of Indiana for
firemen, but such powers shall be exercised only by those Volunteer
Fire Force members who are on duty and shall be exercised only during
on -duty time.
(c) The Volunteer Fire Force shall be authorized to hold fund-
raising events for the purpose of purchasing all reasonable and
necessary equipment and supplies for use in its duties as set forth in
this chapter. Any and all purchases shall become the property of the
City of Greencastle and shall be listed on the Fire Department
inventory.
420 -20. Duties

420 -25. Mandatory Training
All members of the Volunteer Fire Force must successfully
complete a twenty -four hour mandatory training required by Indiana
Code prior to performing job - related functions. The appointment of any
member to the Volunteer Fire Force shall be a probationary appointment
until such time as the volunteer firefighter is certified as a 2nd
Class Firefighter by the State of Indiana.
420 -30. Uniforms
Badges, patches and identification shall be provided by the Fire
Department and display Volunteer status when appropriate.
420 -35. Benefits
(a) Each member of the Volunteer Fire Force shall receive an
annual sum of Seventy -Five dollars ($75) from the City of Greencastle
to be designated as a clothing allowance.
(b) The City of Greencastle shall furnish all members of the
Volunteer Fire Force worker's compensation insurance.
420 -40. Responsibility of City for Liability of Members of
Force
The City of Greencastle hereby agrees to accept responsibility
for the liability of the members of the Volunteer Fire Force to the
extent that such liability is covered by the insurance of the City.,;,

SECTION 2. This Ordinance shall take effect May 1, 1992.
