AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, ADOPTING A FINAL
MILLAGE RATE PURSUANT TO SECTION 200.065,
FLORIDA STATUTES, FOR FISCAL YEAR 2013-2014,
COMMENCING OCTOBER 1, 2013 THROUGH
SEPTEMBER 30, 2014; SETTING FORTH PUBLIC
HEARING DATES; PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR REPEAL OF ALL
PRIOR ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERABILITY; PROVIDING FOR AN EFFECTIVE
DATE
WHEREAS, on July 30, 2013, the City Commission of the City of Opa-locka, Florida
("City Commission") adopted Resolution No. 13-8657, setting a proposed millage rate for Fiscal
Year 2013-2014 commencing October 1, 2013 and ending September 30, 2014, and scheduled
public hearings on September 11, 2013 and September 25, 2013; and
WHEREAS, a resolution setting the tentative millage rate appeared on the September 11,
2013 City Commission agenda; and
WHEREAS, in order to ensure broad notice and allow for public input, public hearings
were noticed and held on September 11,2013 and on September 25, 2013; and
WHEREAS, the Miami-Dade County Property Appraiser has determined the non-
exempt net aggregate value of taxable property (real, personal and centrally assessed properties),
in the City of Opa-locka for the Fiscal Year 2013-2014 to be $659,709,852; and

WHEREAS, public hearings on September 11, 2013 and on September 25, 2013,
allowed for public comment and consideration by the City Commission on the proposed millage
rate;
WHEREAS, the public and all interested parties have had the opportunity to address
their comments to the City Commission regarding the millage rate; and
WHEREAS, having considered the comments of the public regarding the millage rate,
the City Commission of the City of Opa-locka desires to adopt a final millage rate for Fiscal
Year 2013-2014.
NOW THEREFORE, THE COMMISSION OF THE CITY OF OPA-LOCKA
HEREBY ORDAINS:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true, and
the same are hereby made a specific part of this Ordinance.
Section 2. The City Commission of the City of Opa-locka hereby adopts and
establishes the millage rate of the City of Opa-locka for Fiscal Year 2013-2014, commencing
October 1, 2013, through September 30, 2014, at 9.0890 mills, which is $9.0890 per $1,000.00
of assessed property value within the City of Opa-locka. This represents a 0.66% increase over
the rolled-back rate of 9.0295 mills.
Section 3. Public hearings were held by the Commission on September 11, 2013 and
on September 25, 2013.
Section 4. The City Clerk of the City of Opa-locka is hereby directed to transmit a
certified copy of this Ordinance to the Miami-Dade County Property Appraiser and the Tax
Collector of Miami-Dade County.

Section 5. All ordinances or Code provisions in conflict herewith are hereby
repealed.
Section 6. If any section, subsection, sentence, clause, phrase or portion of this
Ordinance is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deem a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portions of this Ordinance.
Section 7. This Ordinance shall, upon adoption, become effective as specified by the
City of Opa-locka Code of Ordinances and the City of Opa-locka Charter.

Staff Summary:
The City of Opa-locka adopted Resolution 13-8657 on July 30, 2013 setting the tentative millage rate of 9x35100 for
FY 2013-2014. Also, dates and times of the first and second public hearings were set at September 11, 2013 at
5:01pm and September 25, 2013 at 5:01pm, respectively.
To ensure broad notice and public input, the public hearings were advertised on September 8, 2013 and

The proposed millage rate is $9.0890 per $1,000 of assessed property value, which is 0.66% change from the
rolled-back rate.
The Miami-Dade County Property Appraiser has determined the non-exempt net aggregate value of taxable
property (real, personal, and centrally assessed properties) in the City of Opa-locka for the Fiscal Year 2012-2013

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, SETTING THE
PROPOSED MILLAGE RATE OF 9.3000 OF AD VALOREM
TAXES FOR THE CITY OF OPA-LOCKA, FLORIDA, AS
REQUIRED BY LAW, FOR THE BUDGET FOR FISCAL
YEAR 2013-14; ESTABLISHING THE DATE, TIME AND
PLACE FOR THE FIRST AND FINAL PUBLIC HEARINGS
TO CONSIDER THE PROPOSED MILLAGE RATE AND
TENTATIVE BUDGET FOR FY 2013-14; AND DIRECTING
THE CITY MANAGER TO FORWARD A COPY OF THIS
RESOLUTION TO THE MIAMI DADE COUNTY PROPERTY
APPRAISER; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, Section 200.065, Florida Statutes, provides that a taxing authority
shall advise the Property Appraiser and Tax Collector within thirty-five (35) days of
service of the Certification of Taxable Value on July 1, 2013, of its proposed millage rate,
its current year rolled-back rate, and the date, time and place of the first and final budget
hearings, at which time public hearings will be held to consider the proposed millage rate
and the tentative budget; and
WHEREAS, the City Manager of the City of Opa-locka has recommended a
proposed millage rate of 9.3000 for Fiscal Year 2013-2014, commencing October 1,
2013, and ending September 30, 2014.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The proposed tax levy and millage rate for the City of Opa-locka,
Florida for Fiscal Year 2013-2014, commencing October 1, 2013, through September 30,
2014, is hereby proposed to be 9.3000 mills, which is $9.3000 per $1,000.00 of assessed
property value within the City of Opa-locka. This represents a 3.00% increase over the
Resolution No. 13-8657
