Re: Renewal of Agreement
Dear Ms. Groschel-Becker:
Pursuant to paragraph 9 of that certain Village of Key Biscayne Agreement for Professional
Services, as entered into between the Village and Henny Groschel-Becker, Ph.D. on November 30,
2007 (Exhibit B), the duration of the term of Agreement is hereby extended for a period of one year
commencing on October 1, 2017 and terminating on September 30, 2018. Upon receipt of your
signed return of acceptance as indicated below, the extension of Agreement shall be effective
immediately and shall remain in full force and effect as so extended for the total cost of $60,000.00
as stated herein (Exhibit A).

r ` CONSULTING PROPOSAL FOR FY 2017-2018
Prepared for Village of Key Biscayne Village Manager John C. Gilbert
August 25, 2017
Thank you for the opportunity to submit a proposal for consulting services for FY 2017-18. I look
forward to working with you, Jennifer, Ana, Council, staff, consultants and residents.
The scope of work includes the following tasks:
• Websites: Maintain, update and improve main Village website (www.keybiscayne.fl.gov) and
two networked sites (Parks & Rec/Community Center (www.activeislander.org) and Art in
Public Places (www.artinkeybiscayne.org) to provide efficient, useful government
communication. Main site tasks include: write/update/edit news articles; add events/
alerts to calendar; update/add departmental/Council/committee-board web page content;
revise menus. Solicit or receive content from Manager's Office, Department Directors,
staff, community partners and other sources. Review page text, graphics, links and
menus regularly. www.activeislander.org tasks include comprehensive programming
updates (webpages, calendar) 3 times/yr plus other updates. www.artinkeybiscayne.org
tasks include updates as specified by APPB and/or consultant. Monitor general
feedback@keybiscayne.fl.gov email; answer/research/forward inquiry emails to relevant
staff. Other duties: Troubleshooting problems, interacting with tech support at Accrinet
(our web hosting/site software company), learning/incorporating web management
software updates to provide new capabilities. Troubleshoot issues with IT staff as needed.
Research how to further use data to improve site for users.
• Social media: Monitor content feed from main website to Village Facebook and Twitter sites;
troubleshoot issues consulting Accrinet/FB/T Tech Support as needed; update FB/T pages
manually as needed.
• Email marketing: Create/edit copy for Constant Contact email blasts (per direction from
Manager and/or Clerk (per resolution of new Clerk's duties); create/maintain email
contact lists; add/remove subscribers per request; assist Community Center, Police, Fire
Rescue and Public Works with their CC efforts as needed.
• Other services: Provide communications, technical, research and graphic design support for
Manager, Department Directors, IT Administrator, EOC, staff and as directed for special
projects; attend meetings for above tasks. Monitor VINS sign-ups. Support Emergency
Operations Center/hurricane season preparations/operations as directed. Monitor
responses to online sign-up for Firefighter/Paramedic job applicant list/CPR classes.
Provide detailed monthly invoices of services provided.
• Village Goes Green Initiative: Interact with residents and potential vendors; act as Village
liaison on environmental and other issues as requested by the Manager. Organize and
publicize annual electronics recycling drive and all-year battery/CFL recycling efforts.
Provide assistance as requested to Capital Projects/Procurement Director and others.

New projects for FY 2017-18 (as of the writing of this proposal):
• Fulfill new tasks or expand existing tasks as directed by Village Manager.
• Fulfill new tasks or expand existing tasks as directed Clerk (per resolution of new Clerk's
duties).
• Assist with expanded Social Media efforts based on elements of new Social Media Policy once
completed and approved by Council.
• Assist more with Village's efforts on sea level rise, resiliency, beach and other issues as
directed. Assistance may involve research (to take advantage of my marine science/
geology/technical expertise), collaboration with others, and outreach to the public.
Proposed cost of my consulting services for FY 2017-18: $60,000.00
The proposal is for 800 hours of work per year both on and off site (telecommuting) at an hourly
rate of $75.00, the same as in FY 2016-17. This estimate may be conservative depending on the
work load.
Typical effort will be 18 hours/week with two days on site at Village Hall. Hours can be adjusted to
meet deadlines or for special circumstances pending my availability. As in past years I strive to
provide 24-hour turnaround for routine work.
Four weeks off can be taken in any increment at any time during the contract. Advance notice will
be given for planned trips.
