SPECIAL AIRPORT ADVISORY COMMITTEE
MINUTES OF SEPTEMBER 18,1996
The meeting was called to order by Chairman Fereday at 12:00 p.m.
in the Toothman-Orton Conference Room above McCall Air Taxi.
Members present were Tucker, Saleen, Fereday and Colburn.
Absent was Anderson.

The purpose of this special meeting is a follow up to the last
Airport Advisory Meeting to consider AIP alternatives.
Chuck talked briefly and discussed at length with the Committee
the comparison of the two alternatives he brought that show the
relative safety area and the object free areas.
Chief Points asked if the Northerly route would make our airport
usable for a substantially longer period of time for the aircraft
that we have coming in now and larger verses the southerly route.
Dale feels, if we can go to the City Council with the approach
that if we do this now it will make a longer life span for the
airport as it stands, which puts the relocation on hold for an
extended period of time.
Merrill was asked if we could count on the Forest Service to help
pay for any of this. Saleen said he has discussed this from a
Community Development standpoint. One problem the Forest Service
has had is that if there is other federal monies in a project the
Forest Service can not add additional federal money on the same
project. So one of the benefits we have is that we show the
additional money we need for Deinhard Lane is not federal
dollars. Right now Merle has a verbal commitment that the Forest
Service would look into 10% of the total cost of the project,
with the only problem being we need this money for FY 97 and they
have a two year budget process.
This lead into a reality check from Chuck. He has put all the
figures together and stated that we all realize that we have a
good concept here, with the only hole to this concept being
timing, thinking about doing this next year. We have certain
funds available now and we have a package of projects we want to
look at. We need to look at what is the best way to use the
money we have available and how is the best way to implement this
as quickly as we can. What Chuck recommended was to give serious
consideration to what is the best way to use up our '96 dollars
in a somewhat reconfigured sense from what we put in the
preapplication and push hard to get this ready for the summer of
'97 construction and do the other in '98.
Chuck also stated that the advantage to all this looking and
discussion is that now we have a clear cut strategy to put on the
table to the FAA. Give them a new CIP and have all the pieces
together and say here is where we are going in the next two
years. Here is what your roll is.
The Committee agreed that we should OK alternate 5 and offer that
to the City Council and ask for Deinhard relocation in '98.
Chuck agreed that is our best bet and also put in the land
acquisition as part of this. We are now looking at a three part
thing. First we want to finish up the pavement rehab work and
build the new taxi area., so we have fixed everything and built
out everything. Next year we would want to do the Deinhard
relocation.
After much discussion as to who to present this to first, it was
agreed that Chuck should present it to the FAA, he will be in
Seattle on October 3rd, to get their approval. Then present it
to the City Council as FAA approved package on October 10th.
There being no further business, the meeting was adjourned at
1:30 pm.
