A RESOLUTION: APPROVING A TASK ORDER FOR INSTALLATION OF
PROGRAMMABLE LOGIC CONTROLLERS AND REMOTE
TERMINAL UNITS AT SEVEN WASTEWATER PUMP STATIONS TO
M.C. DEAN IN THE AMOUNT OF $473,788
WHEREAS, the Town of Leesburg ("the Town") owns and operates a wastewater
treatment plant and remote pump stations; and
WHEREAS, the installation of seven Programmable Logic Controllers (PLCs) and
Remote Terminal Units (RTUs) at Potomac, Tuscarora, Cattail, Goose Creek, Lower Sycolin,
Villages, and Potomac Crossing Pumping Stations are funded and approved in the Fiscal Year
2020 budget as a 3R(Repair, Replacement and Rehabilitation)project; and
WHEREAS, the current Potomac, Tuscarora, Cattail, Goose Creek, Lower Sycolin,
Villages, and Potomac Crossing Pumping Station control systems have reached the end of their
useful life and need to be replaced; and
WHEREAS, M.C. Dean has provided seven task order quotes in the amount of$473,788
for installation; and
WHEREAS, The Town of Leesburg has an existing services contract for Process Control
System,Equipment and Instrumentation Services with M.C. Dean; and
WHEREAS, contracts in excess of$100,000 must be approved by Town Council.
THEREFORE,RESOLVED,by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a proposal under the existing Process Control
System,Equipment and Instrumentation Services contract with M.C. Dean, in a form approved by
the Town Attorney, in the amount of$473,788 for the installation of seven PLCs and RTUs at
Potomac, Tuscarora, Cattail, Goose Creek, Lower Sycolin,Villages, and Potomac Crossing
Pumping Stations.
