SUBJECT: ..HOUSING OPPORTUNITIES FOR PEOPLE WITH AIDS :1 OBJECTIVE: Implement Housing Opportunities for People With Aids activities as approved by City Council for low-income residents in Orange, Lake, Seminole and Osceola counties. :2 AUTHORITY: This procedure approved by City Council July 19, 2004, Item A6. :3 DIRECTION: Housing Division Manager under the supervision of the Housing Director. :4 METHOD OF OPERATION: A. B. C. D. HOPWA funds will be administered on behalf of the City of Orlando by a qualified private non-profit agency, known as a project sponsor, under a contractual agreement. Subsequently, the project sponsor will conduct a Needs Assessment to determine the current demand for housing services. The Needs Assessment shall be updated approximately every two or three years. The project sponsor will undertake a Request for Proposals process from organizations in the Central Florida community to identify eligible activities. A Review Committee will review the proposals and will make recommendations of award. These recommendations will be submitted to City Council for approval. Grants shall be used to undertake eligible activities by non-profit organizations involving Short Term Rent, Mortgage and Utilities assistance, Tenant -Based Housing, Facility-Based Housing, and Supportive Services, as defined in 24 CFR 574.300. Deferred loans shall be used for funding awards involving acquisition or rehabilitation of facilities.
