HomeMy Public PortalAboutAAC Minutes 1997 01/08THE CITY OF McCALL AIRPORT ADVISORY COMMITTEE MINUTES OF January 8, 1997 The meeting was called to order by Chairman Fereday at 12:05 p.m. in the Toothman-Orton Conference Room above McCall Air Taxi. Members present were Tucker, Anderson, Fereday, Saleen and Colburn. Guests: Staff: Points Minutes of the December 4, 1996 were read and approved without any changes or additions. STAFF REPORTS: Chief Points informed the Committee that the reimburseable agreement was finally completed, with proper signatures, etc. Chief Points informed the Committee that we have our engineers estimate from T-0 and we also had the independent review from Earth Tech. There was some disagreements as far as the price between the two. So Dale took the independent estimate and went through it hour by hour. They projected that the project would take 35 days to complete. Dale spoke to them about the time frame and a few addition errors, so they ended up coming up in price and after he told T-0 they were way to high, they came down in price. After all this, they were only a few thousand dollars difference. We now have a signed engineering agreement in the mail with T-0. Chief Points informed the Committee that he finally received some answers from all three appraisal companies he sent letters to. Knipe and Knipe is $2,950 for the appraisal and the review fee is $100 per hour. Mountain States Appraisal gave us a figure of $3,500 for the appraisal and did not mention the review. Robert Smith gave us a figure of $4,500 for the appraisal and stated he will not do a review appraisal. Dale suggested that if Corlette were around $100 per hour for the review, we give Knipe and Knipe the appraisal and Corlette the review. Gordon made a motion for Dale to negotiate appraisal, Tucker seconded and vote was unanimously in favor. We have to have this appraisal before we can negotiate with the owners according to the FAA. Chief Points has been talking to Cheney about this property because he has it listed. OLD BUSINESS: Chief Points updated the Committee on AIP 6. The T-0 engineers are waiting for a signed contract, which Jim mailed out Monday. They have done some tentative drawings on the by-pass and have done some negotiations on where they are going to intersect so the it flows with the rerouting. This lead into some discussion on the project. Chief Points informed the Committee that he had spoken to Carl about getting a figure on the 3 phased power. Due to all the weather we have had, he has been alittle busy, so this has been delayed alittle. Chief Points brought up another item that is not on the agenda. He informed the Committee that one of the reil lights went out. It appears to have gotten water in it. They are up here fixing it right now. Also the runway lights are fixed again. This lead into a discussion on the number of times the runway lights have gone out and what we can do about fixing them permanently. Fixing the runway lights should be included in our next project. The question was brought up as to how Rickerson is doing. He is still waiting for Mr. Henderson, who has had auditors, been sick, went away for Christmas, and then sick again. Chief Points has spoken to Henderson about getting these figures together. Another question was brought up as to whether our City Attorney has refreshed him memory about our avigation easements. Chief Points stated that he now vaguely remembers something about this and after the Holidays he is going to look into it. NEW BUSINESS: Chief Points had sent out letters to everyone asking them to bring ideas to the meeting regarding the State Grant for the next five years. This will be discussed after the meeting and they will make a list. Other new business was brought up regarding the parking lot at the airport. The Committee agreed it was time to get started on restricting access to the parking lot and getting some organization to it. After much discussion on this subject, it was decided that Chief Points should talk to the engineers and have them lay something out. Tucker brought up the subject that Boyd Miller is writing a column for the Idaho Aviation Association for their monthly publication and the subject is how well the FBO's did during our problem after New Years. He is also sending it to a couple of magazines. He has spoken to Tom Grote and feels Grote should write an article on this subject because it would be a good opportunity to show the community how important the airport is to the City of McCall. Chief Points has already spoken to both newspapers. Anderson brought up the subject of the plowing problems we are having with the City. After much discussion it was decided that we need to make a map for the plow drivers. There are Advisory Circulars available for aiports without operating control towers and it was the opinion of the Committee that we should get them.
