Motion to approve Ordinance 2019-O-009 approving the FY2020 budget to include 6
enhancement positions, including Emergency Management, Systems Administrator
and 1 Detective and 3 Patrol officers starting in January 2020; removal of fire and
rescue contribution from GF, utilizing UAB as a reserve for the fire and rescue,
adding curb side bulk pick up for $30,000, GF project management costs for Capital
Projects Manager, and the requirements to maintain current Real Estate tax rate, by
the Town Manager making other reductions by removing the bridge, security officer
and HDLA website and the Capital Projects Fund to Move Ed. Ferry project up to
2020 and Royal Street to 2020 and add additional Project Manager Costs and to
include the removal of the following projects to fund the $90,000 for the two
additional Police Officers to be hired in January 2020: $50K out of the bridge
inspection project, a $30,000 savings from the security contract switching over from a
contracted employee to a flexible part-time employee; and $10K for a Web site update
in Economic Development to reach $90K.
