PRESENT: Acting Chairman Ray Hart, Member Bill Koester, Member Jason Cooper, and Assistant Clerk Rylea Farrens ABSENT: Chairman James West, and Member Gary Elliott. VISITORS: Steve Ellsworth Acting Chairman Hart led with the Pledge of Allegiance, and welcomed everyone. Approval of Minutes: Acting Chairman Hart entertained a motion. Member Koester moved to approve the minutes for July 13th, 2022. Acting Chairman Hart seconded the motion. All are in favor, so the motion carried . Items of Business: Public Hearings Annexation Ordinance & Initial Zoning -Ellsworth & Associates, PLLC; Harvest Cove; a Subdivision located on the North side of Iona Road to the East side of the Elim Estates Subdivision (Ord. 281-08-22) Member Cooper moved to approve and send on to the City Council the Annexation Ordinance & Initial Zoning of Harvest Cove ; a Subdivision located on the North side of Iona Road to the East side of the Elim Estates Subdivision (Ord . 281-08-22). Member Koester seconded the motion. All are in favor . The motion carries . Approval of Additional Water & Sewer Hook-Up Location for Harvest Cove Subdivision Steve Ellsworth of Ellsworth and Associates , 253 1st St. came to the stand. They would like to propose that they supply a culinary water and a sanitary sewer line in the 20 ft . public utility easement on the West side of Lot 5 , in the 25 ft. irrigation and public utility easement on the East side of Lot 6 , the North Easterly portion of Lot 7 , adjacent to 2875 E. Hansen Ave., and the property to the South end of 2875 E. Hansen Ave . Acting Chairman Hart inquired about Lot 7 , and whether they are planning on splitting the lot. Mr. Ellsworth clarified that at this point in time they are not looking to split it. Acting Chairman Hart asked if the new sewer and water lines they are bringing would be adequate if Lot 7 was split. Mr. Ellsworth noted that they could only split the lot into two , and that the utilities would be adequate for expansion. Mr. Ellsworth noted that if this needed review by Public Works Director Zech Prouse , he would be willing to work with him to make any necessary changes. He noted that the Department of Environmental Quality (DEQ) only requires 6 feet of separation between lines if they are service lines and he would be willing to add two extra feet if that would be preferred. Ellsworth would prefer a six foot separation. The Commission discussed future potential fencing issues. Acting Chairman Hart closed the public comment, and asked for any opinions from the Commission. Acting Chairman Hart suggested that City Council approve the adjustments to the water and sewer lines pending review by Director Prouse and the City Engineer. Member Cooper moved to approve the additional water and sewer hook up locations for Harvest Cove Subdivision pending the approval of Zech Prouse, Public Works Director and the City Engineer's approval. Member Koester seconded the motion. All are in favor, the motion carries . Member Koester moves to adjourn the meeting. Member Cooper seconded the motion. All are in favor , the motion carries.
