AN ORDINANCE TO AMEND THE MERIT SYSTEM FOR RICHMOND POLICE DEPARTMENT.
WHEREAS, Section 2, Paragraph D of the Merit System for the Richmond Police
Department, also known as Ordinance 3187-1977 reads:
No more than four (4) members of the commission may be affiliated with
the same political party. For purposes of this subsection, political
affiliation shall be determined through the voters registration records
of the three (3) most recent primary elections.
WHEREAS, the nomination -election committee of the Richmond Police Department in
fulfilling its obligation in developing candidates for the Commission have found
it difficult in finding candidates because of the last sentence of said Section
which is highly restricted and non -workable.
WHEREAS, it is now recommended that said Section be amended to read as follows:
"No more than four (4) members of the Commission may be affiliated with the
same political party. For purposes of this subsection, political affiliation
should be determined by declaration."
WHEREAS, the Board of Public Works and Safety is now by Resolutuion encouraging the
Richmond Common Council to amend the Merit System for the Richmond Police Department
as recited above.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA AS FOLLOWS:
Sectional -''. ,That Ordinance No. 3187-1977 is hereby amended to read as follows:
"No more than four (4) members of the Commission may be affiliated with the
same political party. For purposes of this subsection, political affiliation
should be determined by declaration."
Section 2. That as a result of the amendment the "Nomination -Election Committee"
is granted an additional thirty (30) days after the adoption of this Ordinance
for the election of their candidates pursuant to Section 3, A.1 of the Merit
System for Richmond Police Department.
Section 3, This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor.
