MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF APRIL 22, 1997
The City Council of Medina, Minnesota met in special session on April 22, 1997, at
7:10 p.m. in the City Hall Council Chambers. Mayor John Ferris presided.
Members present: John Ferris, John Hamilton, and Phil Zietlow.
Members absent: Ann Thies and Jim Johnson
Also present: Police Chief Rick Rabenort and Deputy City Clerk -Treasurer Laura
Sulander.
1. Discussion of Bids for the Lower Level Police Department Addition
The bid tabulation for the remodeling of the lower level of the city hall for the police
department addition was distributed to the council by Rick Rabenort.
John Ferris asked about the rules for accepting the lowest bid.
Jed Larson, Architect for the project, said that he had not worked with any of the
bidders, so didn't have knowledge of any of their quality of work. He mentioned an
addendum regarding the security system which was for cameras and security doors
which was about $25,000 per the estimate.
Council said that they were unaware of this addendum with the number of cameras and
the type of security for the doors. They had discussed fewer cameras and cipher lock
doors with security code accesses, and a door for the police administrative assistant to
buzz someone into the office area if necessary.
There was additional discussion on the bids, and the bidding process, and the ultimate
results. The council agreed that councilmembers John Hamilton and Phil Zietlow would
meet with Rick Rabenort and Mike Rouillard with the most recent plans, specs and bids
and go through everything to see what can be removed from the plans to get the cost
down.
Jed Larson said that the bids could be held with no action for 45 days.
John Ferris said that should be sufficient time for staff to review the plans and bids to
arrive at a decision.
Moved by John Ferris, seconded by John Hamilton to table approval of the bids for the
Medina Police Department Addition and Remodeling, until such time as staff has
reviewed the information that it has to arrive at a decision regarding the bids and
project. Motion passed unanimously.

Moved by John Hamilton, seconded by John Ferris, to adjourn the meeting at 8:45
p.m.. Motion passed unanimously.
