Tiffin Planning and Zoning January 4, 2006
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chair Steve Berner at 6:30 p.m. at the Tiffin Fire Station on Wednesday, January 4,
2006. Members present: Steve Berner, Melvin Reeve, Stephanie Surine. Absent: Terry
Richardson. Also present: Mark Petersen, John Wright, Karin Dils, Ruth DeMuth and
Shawna Colvin.
Randy Miller presented tentative building plans for Lot 1 of the Industrial Park for PZ
consideration. Randy expects units to be between 1,200 to 2,400 sq. ft in most instances
with separate water and sewer connections on each unit. He expects these will not be-
retail but rather storage warehousing units. Berner explained that signage and access
requirements will need to be reviewed. Members asked if entry could be placed a further
distance from Ireland Avenue for safety purposes.
Timber Ridge is currently checking on a reworking of the Letter of Credit amount and
this is underway.
Joe Johnston was present to ask for members review of his preliminary plans of a
Johnston—Potterfield Proposed PAD Subdivision west of Potter Street, a part of Lot 6 of
the Amended Johnston-Potterfield Subdivision. Doug Frederick of Hart-Frederick
Consultants providing planning work for Johnston. Members expressed concern about
the proposed 15 foot private drive that would serve the anticipated 48 residential single-
family units. Units are described as 32 X 20 each in a four-plex formation: The plan
includes a common area in the center, a location where Johnston said he might like to
pursue underground heating/cooling system. The plan includes a 25 X 160 parcel and
space adjacent to the drainage ditch for a dog park. Johnston says the plan includes trail
easement and installation of trail and bridge installation across the drainage ditch. The
area that had earlier been set back for a donated tennis court would in this plan be used
for street right-of-way to the proposed subdivision. Johnston explained that he
understood that streetway connecting Potter Street to his subdivision would be at his cost.
Johnston explained that the sanitary sewer might be repositioned, and the drainage would
be rerouted. Fireman Gary Kee expressed concern about the planned 15' roadway that
would serve the 48 units. A fire in Swisher a few years with following law suits has
alerted communities that fire and emergency access to dwellings is important. If parking
occurs along the 15 foot private drive any access difficulties would be aggravated and
could cause disasterous results. Johnston said that if he increased the size of the roadway
to 40' or 30' then he might as well return to his first plan with a cul-de-sac entry.
Johnston did not know cost for this and asked if he could spend some time working with
fire'department on emergency concerns. Kee said he would be glad to meet with
Johnston and invited a PZ member and councilmember in this meeting effort. Petersen
said the city is seeing problems with parking near the 4-plexes on Goldfinch Drive and
would greatly like to head off similar problems in this subdivision. He wants careful
' review of parking needs and that they are fully planned for here. Surine asked if a
drainage plan had yet been planned. Johnston said the ditch seemed to reroute itself

every year and Surine explained that was exactly why a plan should be carefully
considered to avoid unwanted water problems. Ann Allen expressed concern that all the
new development north of Goldfinch and now this additional development area could
increase the demands of the drainage ditch. Johnston said the ditch carried very little
water and the pond above Goldfinch would protect the area. Allen said the water holding
capacity of the pond above Goldfinch has yet to be tested in a 4 or 5 inch rain, and new
concrete here would only intensify these kind of drainage difficulties that might one day
be experienced. Johnston said that he had been thinking of creating a new pond on his
property directly west of the subdivision near the southwest corner. PZ members noted at
least three concerns for Johnston to study further in any future subdivision plan and
indicated they would look forward to future planning efforts of the area. 1) emergency
and access concerns 2) additional parking and 3) drainage rerouting plan.
Motion Surine, second Reeve to recommend approval of a zoning request from Johnston-
Potterfield for a part of Lot 6 (approximately 6 acres) of the Amended Johnston-
Potterfield Subdivision from R-1E to proposed zone of R-4. Ayes: Reeve, Surine and
Berner. Absent: Richardson. Nays: None. Motion carried.
Bartels noted`that Johnston has piecemeal plans, and changes plans. Like a dog park,
Johnston had earlier planned a donated tennis court and that had changed.
Jasper Development Rezoning and Subdivision Request for Bailey's Crossing has
requested placement on upcoming agenda of the.Planning and Zoning.
Ned and Ann Allen present to explain that they expected no change in use of their
property north of Highway 6 in the foreseeable future, and they would like to request
zoning change from the current commercial to R-1 single family residential. Members
said they would consider this request, and maybe suggest a low use commercial that
would be just as good as having homes up on the highway.
Reeve asked why sidewalk construction was not being finished in the Industrial Park. The
council had not required them.
It has been reported to more than one commission member that there is some question on
completion of building inspection work in the city. Reports from°at least three builders.
Motion Berner, second Reeve that this concern on building inspection service be passed
to city council for review and attention if needed in this area. Ayes: Surine, Berner, and
Reeve. Absent: Richardson. Absent: None.
Kee announced the delivery of air tanks with value of approximately $70,000 to the Fire
Department from FEMA.
Motion Reeve, second Surine to adjourn. Motion carried. 7:40 p.m.
