Tiffin Planning and Zoning Commission February 1, 2006"
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chair Steve Berner, 6:30 p.m., February 1, 2006 at the Tiffin Fire Station: Members
present:. Steve Berner, Terry Richardson, Melvin Reeve, Stephanie Surine and Shawna
Colvin. Absent: None. Also present: Mayor Glenn R. Potter, Council John Wright,
Ruth DeMuth, Karin Dils, Jim Bartels. Fire Chief Randy Morgan and Gary Kee.
Motion Richardson, second Surine to approve printed minutes. Ayes: Richardson,
Berner, Surine, Colvin and Reeve. Motion carried.
Ned, Ann and Greg Allen visited with Planning and Zoning regarding their desire to
change the commercial zone to a residential zone in the location of their property on
Highway 6. The city has designated the area as proper for commercial use because it is
along a high use and wide right-of-way location. Berner thought it would be a good
location for low level commercial use such as offices, and neighborhood commercial.
Greg Allen asked members to consider that in the future school children may try to cross-
. the highway in some location. Greg thought a residential area would be safer. He also
thought a zone of residential provided the city with more ability to review future growth
of the area. Ned and Ann indicated that while they lived there,the area would most
likely remain unchanged. They were hoping that a zone change would reduce the
number of people asking them to sell out. Greg Allen noted that the zone could also be
changed to commercial in the future if at some later time that was desired.
Jim Bartels said he wanted to remain.commercial at his property. Members reviewed
zoning map and Bartels is and has in the past been zoned residential. Noted that the
Dorothy Allen property would leave a small parcel of commercial if the Allen's were
zoned R-1. Agreed that the entire area would need to change. Allen's indicated that their
request was not hurried and that Dorothy Allen should be contacted to see if she would
revert her property front on Hwy 6 to residential at the same time.
Motion Surine, second Reeve to table further discussion to the March Planning and
Zoning to investigate if Dorothy Allen would request residential zoning in this location
on Hwy 6 as well. Ayes: Richardson, Surine, Berner, Reeve and Colvin. Motion
carried.
Jack`Stewart and his son were present to learn about-the possibility of dividing the 1.2
acre tract along Jasper Avenue into two building sites. Stewart expected to use septic
system. The county Board of Health requires minimum of one acre for any septic system
and the proposed plan only allows .6 of an acre. Access problems on Jasper were also
considered by the commission.
Timber Ridge Phase II Final Plat will be placed before the city council.
Adam Bore of McClure Engineering and Mike Roberts presented a concept plan for the
Woodfield Ridge Zoning request for 103 acres on the north and east side of Roberts Ferry

Road. R-2 and R-3 housing will back into Roberts Ferry reducing the number of accesses
along Roberts Ferry. The entire subdivisionincludes approximately 120 units of mult-
family, and 195 single family. Developers indicated that they would like pond retention
areas accepted for park space in consideration of frontage arid installation of Oakdale
Boulevard. The plans are only preliminary and location for a new water tower are also
being taken under consideration.
Motion Reeve, second Richardson to recommend approval of rezoning request from
Woodfield Ridge of approximately 103 acres from agricultural to R-1 single family, R-2
duplex units and R-4, four-plex units. Ayes: Berner, Reeve, Richardson, Surine and
Colvin.
Notice of annexation from Coralvillehas been received. This location along the Clear
Creek has recently seen infill by Johnson County, causing concern by the city of Tiffin
for flooding.
No information received in regard to Bailey's Crossing.
Reeve expressed concern about how the new PUD,PAD zones would be used for
planning. A PUD/PAD would require approval of an entire plan by"the Planning and
Zoning and City,Council
John Connor requested that the Planning and Zoning request that the City officials in
action of a new subdivided or newly zoned area make provision for upgrade of connector
roadways that will provide service for the new citizens using them. Roberts Ferry Road
is currently inadequate for the homes using it for outlet to Highway 6. Another 200
homes spilling into the inadequate roadway could b e dangerous and expensive to correct
after the development has homes in place.
Motion Colvin second Reeve to ask the city council to review all new zoning and
subdivision requests in conjunction with and with an aim to provide for traffic
requirements that are needed to support any new growth and that petitioners be
responsible to assist the city in providing for sufficient fulfillment of roadway and traffic
requirements of any served area. Ayes: Surine, Colvin, Reeve, Richardson and Berner.
Motion carried.
